HC: Umar Khalid &Anirban must surrender

Delhi high court ordered that Jawaharlal Nehru University students Umar Khalid and Anirban Bhattacharya, duo so accused of allegedly raising anti-national slogans, need to surrender and follow the due process of law.
 
HC will on Wednesday continue the hearing on the plea of the two accused, seeking security before they surrender in the court.
 
Umar Khalid’s lawyer told the court that his client was willing to surrender at a time and location, but the Delhi Police objected to the place.Delhi Police made strong objection against surrendering at an undisclosed location and the time suggested by Umar’s lawyer.
 
 
High court has also dismissed another plea filed by a lawyer seeking direction to the Delhi Police to enter the JNU campus and arrest the accused students.
 
Two more students of the varsity- Rama Naga and Anant Prakash Narayan – filed anticipatory bail pleas in the Delhi high court.
 
The five students Umar Khalid, Anant Prakash Narayan, Ashutosh Kumar, Rama Naga and Anirban Bhattacharya returned to the campus on Sunday night.

Chargesheet filed on Chhagan Bhujbal by ACB on court instructions


The Aam Aadmi Party had filed a PIL about the various kickbacks gained by the Bhujbal family during the tenure of Chhagan Bhujbal as PWD Minister of Maharashtra.
In this PIL, on 18 December 2014, the Bombay High Court, bench of Chief Justice Mohit Shah observed that there was merit in the allegations and there was a clear case of kickbacks and money laundering. The Honourable High Court constituted an SIT to investigate the matter comprising of the ACB and the ED. In June 2015 3 FIRs were filed on the Bhujbals as a part of their investigation.
On 28th Janaruy 2016 the Counsel for the petitioners, Ms Gayatri Singh, brought it to the notice of the Honourable Court that both the agencies were going extremely slow in the investigation. She mentioned how the FIRs were filed in June but the chargesheet had not been filed.
The bench of Justice Kanade and Justice Mohite-Dere came down heavily on the ACB and order them to file the chargesheet before the next date on 28 February 2016. Therefore the ACB has filed the chargesheet today.
As usual, the BJP will begin its game for credit, thought it has no locus on this matter at all. In fact, the only contribution of the State Govt has been is that the ACB has been usually slow on almost all corruption cases and it acts only when its receives Court instructions.

Atal Mission plans for 13 cities in six states

Atal Mission plans for 13 cities in six states approved for 2015-16

Atal Mission plans for 13 cities in six states approved for 2015-16 with an outlay of Rs.495 crore
Ministry of Urban Development has approved an investment of Rs.495.11 crore in water supply, sewerage networks and septage management, storm water drains, urban transport and provision of green spaces in 13 cities in 6 states under Atal Mission for Rejuvenation & Urban Transformation(AMRUT) Action Plans for 2015-16. Central Government would provide an assistance of Rs.425 crore for the same
Investments approved state-wise are:

Assam-Rs.186.27 crore,
Jammu & Kashmir-Rs.171 crore,
Goa-Rs.59.44 crore,
Tripura-Rs.36.62 crore,
Meghalaya-Rs.22.81 crore,
Puducherry -Rs.18.97 crore,
Jammu & Kashmir– Rs.50.50 crore will be spent on sewerage and septage management schemes including Rs.22.50 crore in Jammu, Anantnag-Rs.15.00 crore and Rs.13 crore in Srinagar. An expenditure of Rs.77 crore will be incurred on providing drainage facilities including Rs.50  crore in Srinagar, Rs.22 crore in Jammu and Rs.5.00 crore in Anantanag. Urban transport will be improved with an investment of Rs.15 crore in Srinagar, Rs.13 crore in Jammu and Rs.5 crore in Leh. Green spaces will be augmented in Srinagar, Jammu, Anantnag and Leh at a cost of Rs.5.50 crore.
Assam- water supply will be augmented in Nagaon at a cost of Rs.51.79 crore, Dibrugarh-Rs.46.51 crore and in Silchar at a cost of Rs. 43.20 crore. Another Rs.40 crore, proposed to be spent by the State Government on drainage projects will now be spent on augmenting water supply and sewerage networks in the 4 mission cities including Guwahaty Green spaces will be developed in these 3 cities and Guwahati at a cost of Rs.4.73 crore.
Meghalaya- sewerage and septage management project will be taken up at a cost of Rs.22.22 crore and development of green spaces at a cost of Rs. 59 lakhs.
Tripura- Rs.32.50 crore will be spent on improving water supply, Rs.2.12 crore on urban transport and Rs.2.00 crore for improving green spaces.
Goa- urban transport projects like pedestrianisation of City Square, development of footpaths, sidewalks and walkways will be taken up at a cost of Rs.49.97 crore, sewerage and septage management works at a cost of Rs.7.38 cr, drainage and water supply projects at a cost of Rs.36 lakhs each and Rs.1.40 crore will be spent on provision of green spaces.
Puducherry- water supply will be improved at a cost of Rs.5.76 crore and in Oulgaret at a cost of Rs.6.7 crore. Both these urban local bodies will spend Rs.3 crore each on sewerage projects.  An amount of Rs. 47 lakhs will be spent on providing green spaces in these urban areas.
With these approvals, the Ministry of Urban Development has so far approved Atal Mission Action Plans for 2015-16 for 483 mission cities in 26 states and Union Territories with a total investment of Rs.20,491 crore in augmenting water supply including provision of water taps, expanding sewerage network services including provision of sewer connections to individual households, storm water drains, urban transport and green spaces.

Gursimar wrests lead on day two
Mumbai, February 24, 2016:  Gursimar Badwal carded 1 over 71 in the second round to grab the lead in the fifth leg of the Hero Women’s Professional Golf Tour at the Bombay Presidency Golf Club here on Wednesday. Sharmila Nicollet played the only par round of the day to take the second position with a total score of 142. The INR 6,00,000 event will culminate tomorrow.
Kapurthala’s Gursimar Badwal started cautiously, playing an even par front nine. She dropped three shots in her back nine on the 10th, 11th and 13th holes, but two late birdies on the 16th and 18th helped her to finish the round with a total score of 141. She is yet to register a win on the Tour and will be eager to claim her maiden professional title at the BPGC tomorrow. Hero Motocorp sponsored Sharmila Nicollet carded the best score of the day to take the second position. The Bengaluru golfer carded a birdie and a bogey apiece on the 1st and 9thholes respectively, to finish with a score of par 70 in the second round.
Overnight leader Smriti Mehra and the Delhi duo of Ankita Tiwana and Mehar Atwal are all tied for the third position with identical totals of 144 after 36 holes. Kolkata’s Smriti Mehra could not sustain her first round momentum and carded 7 over 77 on the day. Two double bogeys on the 6th and 11th holes, a quadruple on the 4th and a bogey on the 18th did not help her cause, but two birdies on the 2nd and 16th holes coupled with her heroics on the first day helped her to finish three shots adrift of the leader.
Ankita Tiwana started impressively, playing a bogey-free front nine with two birdies on the 2nd and 9th holes. Two under at the turn, she was unable to capitalise on her good start and could not add another birdie to her tally. She dropped three shots on the 11th, 12th and 16th holes on her return journey to finish the round with a score of 1 over 71. Mehar Atwal carded two birdies on the 13th and 14th holes, along with three bogeys on the 9th, 15th and 16th. She too finished the round with a score of 1 over 71.
Pune’s Shweta Galande and Delhi’s Gauri Monga are tied for the sixth place with identical totals of 146, followed by Kolkata’s Neha Tripathi in eighth position with a total score of 147 after the second round.

Rail Budget:


 No hike in passenger, freight fares; Slew of amenities announced; Senior citizens quota up by 50%.
Railways Minister Suresh Prabhu said that core objective is to become an engine of employment generation and economic growth at national level. Minister proposed No changes in passenger fares and freight rates. He said Railway will generate 9 crore man-days employment by 2017-18 and 14 crore man-days by 2018-19.
The minister has announced an increase in seat quota; 50% up for senior citizens. Railways will increase the quota of lower berths for women and senior citizens. 33 per cent sub-quota for women will be provided under all reserved categories.
Over 65,000 additional berths, wi-fi services at 100 stations, improvement in passenger amenities including cleanliness, make rail a safer means of travel specially for women are some of the highlights of this year’s Railway Budget 2016-17.
The other highlights include bringing all major stations of the country under CCTV surveillance in a phased manner, e-ticketing facility to foreign debit and credit cards for foreign tourists and NRIs and making Railways financially self sustainable.
Presenting his second rail budget to Parliament today, Railway Minister Suresh Prabhu said ‘Reorganise, Restructure and Rejuvenate’ are the three key mantras for his ministry.
Proposing a plan size of one lakh twenty one thousand crore rupees in 2016-17, Mr Prabhu said by 2020, long felt desires of the common man are to be fulfilled. They are reserved accommodation on trains availability on demand, time tabled freight trains and high end technology to improve safety record among others.
Saying cooperation, collaboration, creativity and communication are the hallmarks of Railways decision-making, Mr Prabhu said Antyodaya Express fully unreserved superfast train service for the common man to be operated on dense routes. He said two to four Deen Dayalu coaches in some long distance trains for unreserved travel to enhance carrying capacity. In another milestone for the Railways, the minister said Tejas trains will operate at speeds of 130 kilometre and above.
He said time-tabled freight container, parcel and special commodity trains on a pilot basis and container sector would be opened to all traffic barring coal. The minister proposed to develop Rail side logistics parks and warehousing in PPP mode.
Mr Prabhu said 10 good sheds will be developed in 2016-17. Announcing amidst thumping of desks by the treasury benches , Mr Prabhu said country’s first rail auto hub in Chennai will be inaugurated soon. He also announced to encourage development of cold storage facilities on vacant land near freight terminals.
The minister announced introduction of overnight double decker trains on busiest routes, which has the potential to increase carrying capacity by almost 40 per cent. He said in the next year, 2,800 kilometres Broad Gauge lines will be commissioned.
Giving emphasis on better connectivity to North Eastern States, the minister said Mizoram and Manipur are set to come on the Broad Gauge map of the country soon with commissioning of the kathakal-Bhairabi and Arunachal- Jiribam Gauge conversion projects. He said the decongestion work on the Jalandhar-Jammu line is going on in full swing.
In the line of Prime Minister’s emphasis on Make in India, Mr Prabhu said Railways will be able to finalise the bids for setting up two loco factories at a worth of 40,000 crore rupees. The minister said world’s first Bio Vacuum toilet was developed by the Railways and is being used in Dibrugarh Rajdhani Express.
The minister said rail travel will be more comfortable with installation of 2,500 water vending machines, introduction of 1,780 automatic ticket vending machines and enhancing capacity of e-ticketing system from 2,000 tickets per minute to 7,200 tickets per minute.
For differently abled-people, Mr Prabhu said online booking of wheelchairs and Braille enabled new coaches has already been introduced. Giving top priority to safety, the minister said over 1,000 unmanned level crossings have been eliminated.
He proposed to take up North-South freight corridors connecting Delhi to Chennai, East-West connecting Kharagpur to Mumbai and East Coast freight corridors from Kharagpur to Vijayawada through innovative financing model including public private partnership (PPP).
He said during 2016-17, ports of Nargol and Hazira will be connected by rail. Highlighting social initiatives undertaken by his ministry, Mr Prabhu said there will be a tie up with Health ministry to introduce AYUSH systems in 5 railway hospitals. He said gang men will be intimated about approaching trains with a device called Rakshak.
Announcing several new measures by his ministry, Mr Prabhu said a sum of 50 crore rupees has been set aside for providing innovation grants to employees, startups and small businesses. The minister proposed to reorganise the Railway Board along business lines suitably empowering Railway board chairman. To enable fair pricing of services, promote competition and protect customer interests, Mr Prabhu said a draft bill to set up Rail Development Authority, will be ready after holding extensive consultations with stakeholder.
Mr Prabhu said his ministry is making all out efforts to translate Prime Minister’s vision into reality with the core objective to improve the quality of customer experience, become an engine of employment generation, economic growth at the national level and convert India’s largest institution into a template for transformation. The minister announced setting up a Rail university at Vadodara. He announced to take up on priority the provision of passenger amenities and beautification on stations at pilgrimage centres including Ajmer, Dwarka, Gaya, Puri, Varanasi and Parasnath.
Prime Minister Narendra Modi has said the Rail budget will enhance in rebuilding the nation. Congratulating Railway Minister Suresh Prabhu and the entire team behind the Rail Budget, Mr Modi said, along with IT, investment has been given importance. He said, last year’s Rail budget had seen a lot of success and this budget is an effort to further improve on it.
Prime Minister said this is futuristic budget. Starting of Antyodaya express and Dindayal Express reflects government’s commitment towards poors. He said railway Minister has taken significant steps towards more rail connectivity in North-eastern states.
BJP leader and union Minister Rajiv Pratap Rudy termed it as reformist. Talking to AIR, Mr Rudy said, there was no additional burden on passengers. He said it will fulfill aspirations of common man. Mr Rudy said through the rail budget, the government will make efforts to modernize railways along with best and affordable services to the people. Parliamentary Affairs Minister Venkaiah Naidu said the budget is practical realistic and people friendly.
Opposition parties have termed the Rail Budget as disappointing. Congress leader and former Railway Minister Mallikarjun Kharge said the budget did not talk about the safety of passengers. He said the budget does not provide adequate facilities to the passengers.
When asked that the Railway Minister spared people from freight and fare hike, Mr Kharge said the government may have done this keeping in view the upcoming elections for several State Assemblies. CPI(M) leader Sitaram Yechury told AIR that there is nothing new in the budget and it is not people friendly.
CPI leader D Raja said that there is nothing on expected lines in the budget and gives nothing in terms of passenger safety and civic amenities. TMC leader and former Railway Minister Dinesh Trivedi also termed it as disappointing.
Mr Trivedi said there is no clarity about allocation of funds in different areas. He said, it did not state about the achievements in terms of set target of pervious year. RJD leader Jaiprakash Narayan Yadav echoed similar views. He alleged the budged has ignored States like Bihar.
BJP President Amit Shah has commended the Rail Budget saying that it is a comprehensive one covering all sections of the society. Briefing media in New Delhi today, Mr Shah said, this passenger friendly and growth oriented budget is another significant milestone in journey of transformation of the Indian Railways. He said, it is a budget for the common man and it is the second budget in a row when fares have not been hiked. He said, Wi-Fi and FM Radio in Train is commendable step. Mr Shah said, special emphasis has been given to senior citizen, women and youth in this rail budget.

PALPREET SINGH WINS ACG-NBA JUMP NATIONAL FINALS

DELHI, Feb. 25, 2016The National Basketball Association (NBA) and the ACG Worldwide Group (ACG) today announced Palpreet Singh as the winner of National Finals of ACG-NBA Jump, India’s first national basketball talent search program.  The 21-year old will now attend the NBA Development League (NBA D-League) tryout in the United States in the month of June.  NBA champion Brian Shaw, who was at the camp for two days, was impressed with Palpreet’s work ethic and court skills.

“ACG-NBA Jump has given basketball playing youth in India a pathway to professional ranks.  We are committed to growing the program in the years to come,” said NBA India Managing Director Yannick Colaco.  “While Palpreet Singh has been selected for a national tryout in the NBA D-League, the entire pool will be a part of Elite Talent Club and NBA will monitor their progress on a regular basis.”

“Promotion of sports and youth development has always been a part of ACG’s CSR vision and the successful conclusion of this program is an important milestone towards realization of this vision,” said ACG Director Karan Singh.  “The final pool of players represented the very goal of the program that was to identify and hone the untapped talent pool of basketball in India. We strongly believe that our partnership with NBA to tap this potential and create a solid platform for the aspirants has found the right beginning. We are as excited as the winner and hope that Palpreet Singh makes a long lasting impression in United States for the D-League National Tryout.”

“His feel for the game and understanding, I could tell he grasps it,” said Shaw. “Palpreet Singh, we all thought, was the guy who had the best chance to succeed.”

Palpreet Singh will continue to undergo training with NBA certified coaches in India up until the tryout in June 2016.  Sony SIX, the official broadcaster of the program, will create a feature around ACG-NBA Jump, following the program through its various stages and tracking the winner up until his NBA D-league tryout.

Palpreet was excited with this development. “I am thankful to ACG NBA Jump for this. I will focus on becoming a stronger player now that I am going to compete with some of the best in the world,” said Singh.

The NBA D-League is the NBA’s official minor league, serving to develop players, coaches, and front office executives.  Entering its 15th season, the NBA D-League features 19 teams in the U.S. and Canada, each of which is singly-affiliated with an NBA parent club.  An all-time high 38% of players on 2014-15 NBA end-of-season rosters boasted NBA D-League experience.

India has nine Sri Lankan fishermen and 13 boats in custody while Sri Lanka has 27 Indian fishermen and 79 boats in custody, Official Spokesperson of India’s Ministry of external Affairs Vikas Swarup said. The Official Spokesperson responding to media query on the number of Indian fishermen in Sri Lankan prisons said currently there are 27 Indian fishermen and 79 boats in the custody of Sri Lanka. On the number of Sri Lankan fishermen in India’s prisons, the Spokesperson said earlier India had 11 Sri Lankan boats in their custody. However, yesterday Indian Coast Guard has apprehended two Sri Lankan boats along with nine crew members. The Sri Lankan fishermen were found fishing in Indian waters and had 1,500 kg of Tuna on one boat and 1,000 kg on the other, he said. “This means that currently we have 13 Sri Lankan boats and nine Sri Lankan fishermen in our custody.”

Dr Dipesh Chakrabarty is currently the Lawrence A. Kimpton Distinguished Service Professor in History, South Asian Languages and Civilizations, and the College at the University of Chicago. He is also a faculty fellow of the Chicago Center for Contemporary Theory and an associate faculty of the Department of English. He is a founding member of the editorial collective of Subaltern Studies, a consulting editor of Critical Inquiry, a founding editor of Postcolonial Studies, and has served on the editorial boards of the American Historical Review and Public Culture. He was one of the founding editors, with Sheldon Pollock from Columbia University and Sanjay Subrahmanyam from UCLA, of the series, South Asia Across the Disciplines, published by a consortium of three university presses (Chicago, Columbia, and California).
He is currently working on two books, provisionally entitled The Climate of History (Chicago) and History and the Time of the Present (Duke). He is also the co-editor, along with Henning Trueper and Sanjay Subrahmanyam, of Historical Teleologies in the Modern World (Bloomsbury Press, forthcoming 2015).
He holds a BSc (physics honors) degree from Presidency College, University of Calcutta, a postgraduate Diploma in management (considered equivalent to MBA) from the Indian Institute of Management, Calcutta, and a PhD (history) from the Australian National University.

GDP numbers—how reliable?

India’s economic growth for the financial year 2016 has been estimated at 7.6 per cent as compared with the revised estimate of 7.2 per cent in the previous year, aided mostly by growth in the manufacturing sector. However, the GDP growth for the third quarter of this financial year slowed to a four-quarter low at 7.3 per cent. In the second quarter, it had grown by 7.7 per cent.
The optimism is at odd with weak exports, railway freight, cement production, investment and flat order books that pointed to weakness in the economy. In nominal terms, however, GDP would grow just 8.6 per cent in the current financial year, which would make the fiscal consolidation exercise of the government a great challenge.
Also the surprise is about the spurt in manufacturing both in the 3rd quarter as well as 2015-16 which is not reflected in the index of Industrial production –IIP which grew only 3.9% in April –November—Somewhere something is amissJ
More important is the increasing scepticism about GDP numbers. Even RBI Governor has voiced his concern and of course like a good bureaucrat– later he retracted.
The important point is about the GDP numbers based on new base year of 2011-12 and its reliability. Also CSO has given up the earlier system of organised and unorganised sector. Instead they have household and Non-profit institutions serving households [NPISH] following G-7 style.
The major differences between old series with base year as 2004-05 and new series as 2011-12 are
1. GDP at factor cost is now passé and will not even be mentioned by the government in future statements. GDP at market prices was recorded in the past as well even though it was not counted while calculating economic growth.
In place of GDP at factor cost, gross value added (GVA) at basic prices will be used now.

The difference between GDP at factor cost and GVA at basic prices is that production taxes are included and production subsidies excluded from the latter.
Production taxes and subsidies are different from product taxes and subsidies.
These (production taxes) are imposed even if the products are not produced, such as property tax. However, excise duty, value added tax etc. are all product taxes. Similarly, product subsidies would not include interest subsidies, which will form part of production subsidies. Now, GDP at market prices would come by adding product taxes and deducting product subsidies from GVA at basic prices.
GVA at factor cost rose 4.9 per cent in 2012-13 and 6.6 per cent in 2013-14. The net result was that GDP at market prices rose 5.1 per cent in 2012-13 and 6.9 per cent in 2013-14.
Within GDP as well, composition of various sectors have changed.  For instance, the share of manufacturing rose from 12.9 per cent in the old base to 18 per cent in the new series for 2013-14. The government wants to increase the share from 18 per cent to 25 per cent in a decade.  This was because certain services that go into after product moves out of factory are included in the manufacturing.
Two kinds of approaches — establishment and enterprises — are used in calculating manufacturing production. Till now, only establishment approach was used which means calculating production plant by plant.  On the other hand, in enterprises approach the activities at headquarters are taken into account. For instance, after an item is produced, various marketing and sales promotion efforts go at headquarters level. In accounting parlance it is looking at operating surplus [only from manufacturing] and surplus after taking into account head office expenses and sales and marketing expenses.
In the new GDP data, establishment approach is used for small companies as they have a few plants or sometimes a single plant. But, for large corporate, enterprises approach is used.
2. The category of organised and unorganised is discontinued. There is no statement 76.1—which contained the separate share of organised and unorganised sector in NAS 2015 as was the case in NAS 2014.
This is a major change and requires substantial explanation. In the earlier situation the share of unorganised sector was

Now Central Statistical organisation has “abolished” unorganised sector in their statistics not in real economy.
This “unorganised sector” is now included in Household sector and NPISH [Non-Profit institutions serving households}
More fascinating is the inclusion of unincorporated enterprises –maintaining accounts is included under private non-financial corporate sector.
How unincorporated can be part of Corporate is CSO mystery .More than that “unorganised Financial enterprises” is also included under private financial corporations.[ p7; changes in Methodology and Data sources in The New series of National accounts –Base year 2011-12 –CSO;MOSPI]
Does it imply money lenders near my market are included as part of private corporate?
Due to all these— Estimates of GVA at current prices 2011-12 [at factor cost for old series and base prices for new series] varies significantly [of course a caveat is given that they are not strictly comparable]
In manufacturing it shows a 20% positive difference from RS 12 lakh crore to Rs 15 lakh crore; in trade/hotels and restaurants a reduction of 40% from Rs 15 Lakh to Rs 9 lakh crore and in other services a reduction of 20 % from Rs. 7 lakhs to Rs 5 lakhs crore.
Statement 9 in the press release of Ministry of Statistics and Programme Implementation (MoSPI), dated 30.1.2015 or Statement 1.14 in NAS 2015 (both are available on the website of MoSPI) presents institutional sector-wise GVA in the economy. From this statement it is possible to work out share of organized and unorganized sector with limitation that estimates of quasi-corporates not being available separately in the new series for 2011-12 to 2013-14. The share of unorganised sector which is household and NPISHs in 2011-12 series for the year 2011-12 at current price is 44.9%. The share of unorganised which included household and unorganised enterprises for the year 2011-12 in 2004-05 series was 56.1%.This difference is due to inclusion of quasi corporates in the corporate sector and also due to use of latest data from NSS 67th round on unincorporated sector.
 In short massive amount of unorganised is shifted as “corporate” under quasi corporate definition.
This whole idea of quasi-corporate is not clear since an enterprise is corporate –under the corporate laws or partnership/proprietorship under 1932 partnership act or under income tax Act. Quasi-corporates are like partly pregnant.
We have given below in tables the relevant comparisons.
From table-2 we can infer that suddenly the role of households have come down mostly from tertiary sector where household only have 36% share compared to “corporates” who have 64 %. Earlier “unorganised” sector—which is the proxy for the present household sector– had nearly 70 to75% share in Tertiary sectors

Looking at table 3 and 4 we find that share of tertiary sector has come down and that of manufacturing has gone up—due to statistical changes only.

More importantly the changes are due to extensive usage of Ministry of Corporate affair data on corporate and other quasi corporate using estimates.
Within Manufacturing itself if we compare the GVA of organised manufacturing[excluding quasi corporations of the unincorporated enterprises] of new series with GVA of registered manufacturing of old series for 2011-12 we find it was Rs 94 lakhs crore which has increased due to changes in mechanics to Rs 127 lakhs crore –an increase of 35%
[ see table 20 in page 47 of changes in Methodology and Data sources in The New series of National accounts –Base year 2011-12 –CSO;MOSPI]
 We find it difficult to understand that GVA of registered [namely organised] manufacturing for the year 2011/12 at factor cost for 2004/05 series and at basic prices for 2011/12 series can make a difference of 35% even if all changes are accommodated unless the role of corporate are very large in later series.
In the case of unorganised manufacturing the situation is reverse with the GVA coming down from Rs 35 lakh crore to Rs 28 lakh crore a fall of nearly 20%
 This whole things makes it appear that our economy is suddenly more corporate than before –which it is not.
 The Gross value added by household sector for the year 2011-12at factor cost for old series and basic prices for new series has fallen from Rs 47 lakh crore to Rs 37 lakh crore a fall of more than 21%.
The fall is severe in manufacturing at 49%; trade 59%; hotels and restaurant 42%; non-Railway transport 45% and other services by 54%
 One reason given is the usage of company data more extensively in the new series compared to old series. Nearly 5 .25 Lakhs companies are used now. Whether it is pro-rate boosting of GVA– based on share capital or detailed analysis is not clear. The GVA of non-financial private corporate sector in 2011-12 series compared to using earlier series at 2004-05 has increased by 9.8%; most of the increase has come about in manufacturing 29%; non-Railway transport 70%. Interestingly in trade it has come down by 63% which is puzzling unless we assume quasi corporations have played large role to boost it.
 Conclusion:
We cannot say with confidence that the GDP estimate of 7.6 % suggested is reliable in the absence of details regarding converting “unorganized sector” in to “organized” and creating a “quasi organized”. It is as if someone in MoSPI was told to put India’s data into bins that follow the G-7 model. This is really unfortunate because there is no need to do this window dressing as India can sustain itself well on the strength of its savings rates. Inclusion of unincorporated as corporate is puzzling more so inclusion of “unorganized financial enterprises” as belonging to Quasi corporations and hence “corporate sector”. Hence the growth rate could be much higher or lower and our “guesstimate” is it is lower towards 7%.
The methodology adopted by CSO in using the details of companies numbering more than 5 lakhs needs to be explicitly stated. Most of the companies are shell or dummy companies.
CSO should bring out a USER FRIENDLY—“Sources and Methods “guidebook. But readability and simplicity should be the norm. The earlier versions are simply not user friendly and more confusing. In this CSO can look at and imitate US statistical service.
Many other economists Like R.Nagaraj of Indira Gandhi Institute of Development Research –Mumbai]; C.R John Member Planning Board –Kerala; SurjitBhalla [Delhi based Economist] etc.   have also raised concerns about Corporate inclusion and need to share raw data sources.
We have produced world renowned statisticians like Mahalonobis/CR Rao/R C Bose etc. but our data base and explanations do not justify these experts.
The Ministry of statistics and Programme Implementation is considered as “punishment” posting for ministers and allotted to those who are neither knowledgeable about statistics nor understand the need for good data base.
It is required that Government constitute a commission –independent of the current “experts” involved—to look into this whole issue of drastic revision and need for transparency.
In appointing such a commission Government need to recognize that all experts in economics/Statistics are not available only in Delhi and all those in Delhi are not necessarily experts.

Public Forum: Enacting policy reform and building political capital

The Modi Government is embarking on an ambitious economic and social policy reform agenda, including the planned introduction of a GST, a move towards cash transfers and a roll out of bank accounts to improve the social welfare system, a ‘rethink’ of federal-state relations, and the improvement of public sanitation and major waterways.
This Public Forum will bring together a number of key policy practitioners and experts from India and Australia to share and exchange views on these policy conversations, as well as ways to manage the policy environment, assess and analyse government and non-government stakeholders, and effect good policy. Australia’s own reforms are associated with the country having been one of the better performing OECD economies, although it can also be said that its reform process has stalled and requires revitalisation. The discussion will draw on both Australia’s and India’s reform experiences, and will aim to highlight how key policy challenges can be more effectively addressed in both countries. Designing and implementing effective policy reform in multi-tiered complex democracies is difficult and challenging, especially where there are vocal and entrenched interests and stakeholders involved.
The Forum will be opened by Ms Harinder Sidhu, Australia’s High Commissioner-designate to India
Panellists:
Dr Bibek Debroy, Member of NITI Aayog, the think tank of the Government of India. He has worked in Presidency College, Kolkata (1979-83), Gokhale Institute of Politics and Economics, Pune (1983-87); Indian Institute of Foreign Trade, Delhi (1987-93); as the Director of a Ministry of Finance/UNDP project on legal reforms (1993-98); Department of Economic Affairs (1994-95); National Council of Applied Economic Research (1995-96); as Director of the Rajiv Gandhi Institute for Contemporary Studies (1997-2005); as Secretary-General of the PHD Chamber of Commerce and Industry (2005-06); and Centre for Policy Research (2007-2015). He has authored/edited several books, papers and popular articles and has also been a Consulting/Contributing Editor with several newspapers.
Professor John Hewson AM, Chair of the ANU Tax and Transfer Policy Institute and former leader of the Liberal Party of Australia (1990-1994). He is an economic and financial expert with experience in academia, business, government, media and the financial system, and has previously worked as an economist for the Australian Treasury, the Reserve Bank of Australia, the International Monetary Fund and as an advisor to two Federal Treasurers and the Prime Minister.
Dr Pratap Bhanu Mehta, President and Chief Executive of the Centre for Policy Research (CPR). He is a political scientist who has taught at Harvard University, Jawaharlal Nehru University, and the New York University School of Law. His areas of research include political theory, constitutional law, society and politics in India, governance and political economy, and international affairs. He has served on many central government committees, including India’s National Security Advisory Board, the Prime Minister of India’s National Knowledge Commission, and a Supreme Court-appointed committee on elections in Indian universities. (Chair)
Professor Andrew Podger AO, Professor of Public Policy at the ANU. He is a former senior public servant, having worked as Public Service Commissioner (2002-04), Secretary of the Department of Health and Aged Care (1996-2002), Secretary of the Department of Housing and Regional Development (1994-96) and Secretary of the Department of Administrative Services (1993-94).
Professor Glenn Withers AO, President of Australia’s Academy of Social Sciences and former Founding CEO of Universities Australia. He previously worked as a Professor of Public Policy at the ANU and the Australia and New Zealand School of Government (ANZSOG), and helped establish some pivotal policy institutions and agencies in Australia including the Productivity Commission, Crawford School, ANZSOG, and Universities Australia. He headed the Economic Planning Advisory Commission and the National Population Council.

Iran goes to polls first time after N-deal

Iranians went to the polls today in parliamentary and Assembly of Experts elections, seen as a contest between hardliners entrenched in power and allies of pragmatist President Hassan Rouhani seeking to expand their influence.
The 290-seat parliament vote will have scant impact on Iran’s foreign policy, in which Supreme Leader Ayatollah Ali Khamenei has the final say, but could strengthen Rouhani’s hand before next year’s presidential vote. The 88-member Assembly will select Khamenei’s successor. Both bodies are currently in the hands of hardliners.
The contest pits supporters of Rouhani, who championed last year’s nuclear deal with world powers and is likely to seek a second presidential term next year, against conservatives deeply opposed to detente with Western powers.

India won’t vacate Siachen glaciers: Manohar Parrikar

Defence Minister Manohar Parrikar has said India will not vacate the Siachen glaciers as Pakistan cannot be trusted.
Replying to supplementaries during Question Hour in the Lok Sabha today, Mr Parrikar said if India vacates the position, the enemy can occupy it and they would have the strategic advantage. He said the country knows the experience of 1984 Siachen conflict.
The statement comes few weeks after ten soldiers were buried alive under snow after their camp in the northern part of the glacier was hit by a major avalanche.
Mr Parrikar said regular medical support is given to those serving in the Siachen which is six times more than the normal medical care. 19 categories of clothing are provided to the soldiers in addition to various other assistance like snow scooters.
Replying to another question, the Minister said the 7th Pay Commission has recommended substantial increase in benefits to those serving in hostile terrain and the Ministry will ensure that defence personnel working in the areas are compensated properly.

G20 TO DISCUSS WAYS TO CALM GLOBAL MARKETS & SPUR ECONOMIC GROWTH

World’s financial leaders will meet in Shanghai in G-20 summit from today to discuss ways to calm global markets and spur economic growth. They are likely to push for better implementation of the already agreed reforms and an assessment of where implementation is lacking and why.
Chinese policymakers have reassured trading partners that they can manage their economy and financial markets smoothly while driving structural reforms. A more than 6 per cent drop in China stocks yesterday, their biggest one-day loss in a month, highlighted the volatility that has roiled the country’s financial markets and caused ripples around the world over the past nine months.
Chinese officials reiterated commitments to keep the yuan fundamentally stable. A report published by the International Monetary Fund on Wednesday called for a coordinated stimulus programme to support a slowing global economy.

US presents tougher sanctions against North Korea at UNSC

The US has proposed a tougher set of sanctions for North Korea in a draft UN Security Council resolution with the support of China, Reuters reported, after seeing a copy of the document. The resolution would make it mandatory for UN member states to inspect cargo passing through its borders on its way to or from North Korea. Illegal goods would be the target. Currently, states only search cargo if they have reasonable grounds to believe there are contraband goods present. The proposal also proposes banning all weapons exports and imports, as well as any other item that would directly benefit the North Korean armed forces, including any kind of truck that could be transformed into a military vehicle.

Bosnia’s Muslim religious institution bans radical Islamist’s congregations

Bosnia’s Islamic Community has said congregations that lure people into joining extremist groups will have to be closed by March 1. The community is the only official Bosnian Muslim religious institution. Dozens of congregations, gathering nearly 3,000 believers mainly in rural areas, have formed over the years outside of the official structure. Some of them pursue radical interpretations of Islam not traditional among the nearly 2 million Bosnian Muslims, AP said. The Islamic Community on Friday urged members of such groups to abandon self-proclaimed imams who are luring people into a “monstrous” ideology. Last month, envoys were sent to the congregations urging people to switch to an official congregation.

Explosion in Kabul

A bomb explosion rocked the Kabul near the defence ministry on Saturday. This explosion is  hours after a suicide bomber killed at least 11 people in the eastern province of Kunar. Interior ministry spokesperson Najib Danish said it was not yet clear what caused the blast but casualties were feared. The explosion took place at around 3:25 p.m. local time within the limits of 2nd municipality district.Local media says it was a suicide bombing at the MoD entrance gate.
At least two people have been killed and 12 others wounded, Pajhwok Afghan News reported, citing an unnamed source.Ambulances rushed to the scene, transferring injured people to Kabul hospitals.

Hyderabad, February 27, 2016: The Golconda Masters 2016 seems to be heading for a pulsating finale as three names emerged as top contenders for the crown on the penultimate day of the event at the picturesque Hyderabad Golf Club (HGC).

While Chandigarh lad Ajeetesh Sandhu managed to hold on to his lead for the third consecutive day with a determined five-under-66 that took his total to 17-under-196, Gurgaon’s Shubhankar Sharma and Kolkata’s Feroz Ali Mollah were within striking distance at 16-under-197 and 15-under-198 respectively after they shot matching scores of six-under-65.

Ajeetesh Sandhu (62-68-66), looking to break a three-year winless streak, carried a one-shot advantage into the final round of the Rs. 40 lakh event as he continued as the wire-to-wire leader.

Ajeetesh, leading by two at the halfway stage, had a shaky start to the third day as he found the water on the third that led to a bogey. The mild-mannered 27-year-old then rallied with six birdies, including four on the last five holes, to end the day ahead of the rest. He closed his round with a magnificent 25-feet birdie conversion on the 18th.

“There’s always pressure when you’re leading and in that context I think I played well, especially after the early bogey. I struck it well even though my hitting wasn’t as good as the first round. I felt I putted better on the back-nine. I had a fantastic wedge shot on the 14th that landed inches from the pin. The birdie on the 15th was even better as I recovered from the bushes and set up a tap-in,” said Sandhu.

He added, “After the 15th I knew I had some birdie holes coming up, so I focused on finishing well. The long putt on the last puts me in a good frame of mind ahead of the final round. I think round four is now going to be like a matchplay contest between Shubhankar, Feroz and myself.”

Shubhankar Sharma (66-66-65), the winner in Bengaluru last week, will be looking to make it back-to-back titles as he heads into the last day. The 19-year-old Sharma, began the day two off the pace, but was soon in the lead with two birdies on the first five holes even as overnight leader Ajeetesh dropped a stroke. Shubhankar holed two more birdies to hang on to his lead till the 12th.

The Asian Tour rookie’s bogey on 13 pushed him down to second place. But Shubhankar came up with an eagle-two on the 15th and a 22-feet birdie conversion on the 18th to stay in touch with the leader.

Shubhankar said, “I’ve started well on all days and that has repeatedly given me the much-needed impetus. After the bogey on the 13th, I told myself that I have to make at least three birdies on the last four holes to be in a good position at the end of the day. I achieved my goal with the eagle and birdie on the last four. The eagle on 15, where I drove the green, really got me back in the game.

“I’m happy that I’ve kept the errors out of my game this week. I was reading the greens well to begin with but I’ve sorted that out as the tournament has progressed. If I do go on to win, it would be great to win back-to-back titles. However, I’m not getting ahead of myself at the moment but just focusing on the task at hand.”

The experienced Feroz Ali Mollah (68-65-65), the current Rolex Ranking leader, would be the other contender in the final round. Feroz, who won the season’s opening event, two weeks back in Kochi, mixed an eagle and five birdies with a bogey to close the day two shots behind the leader.

The 46-year-old Mollah, a former Indian Open champion, fired an eagle-two on the 15thjust like his playing partner Shubhankar Sharma after landing his drive five feet from the flag. He finally missed a long birdie putt on 18 by a whisker which would have given him a share of second place.

Bengaluru’s Khalin Joshi carded a 65 to be placed fourth at 13-under-200. Defending champion Harendra Gupta (67) of Chandigarh was in 10th place at nine-under-204.

Udayan Mane’s seven-under-64 was the day’s best score. It placed the Bengaluru-based professional in 15th position at six-under-207.

On Friday, Iran voters also went to the polls to elect 88 members of the 5th Assembly of Experts. Two Armenians have been elected as members of the Majlis of the Islamic Republic of Iran – Karen Khanlarian and Zhorzh Abrahamyan. In an interview with “Armenpress” Karen Khanlarian informed that Armenian voters participated in the elections in the Northern and Southern electoral districts. “There were 3 candidates in the Southern electoral district.
Iranians massively voted for moderate and reformist candidates, who surprisingly won all 30 seats in Tehran, early election results show. The parliamentary victory looks set to bolster President Rouhani’s campaign to improve relations with the West.
Although the final results are yet to be announced, preliminary data shows that reformist-backed candidates aligned with President Hassan Rouhani won all 30 parliamentary seats in Tehran. Top conservative candidate Gholamali Haddad Adel was set to lose his seat, Reuters reported.
“The people showed their power once again and gave more credibility and strength to their elected government,” Rouhani said.
Iran ministry, 6,229 candidates from all three major camps – reformists, principlists and moderates – in total were cleared to compete for the 290-seat legislature, but 729 of them waived their candidacies.The Assembly’s next term, lasting until 2024, is very likely to choose the next Supreme Leader of Iran. Because of 76-year-old Ayatollah Ali Khamenei’s age, his successor could well be among those elected this week. Rouhani and his key ally and ex-President Akbar Hashemi Rafsanjani were leading the race for the Assembly of Experts, and appeared to be sure of winning seats, according to Reuters. Rafsanjani was among the founders of the Islamic Republic, and is known for his pragmatism and robust reputation.
The moderates’ and reformists’ electoral gains mean a legislature much friendlier to Houssani’s pragmatic course on détente with Western powers that started with the nuclear deal. Iran’s  290-seat parliament has been dominated by hardliners, otherwise known as“principlists,” who are wary of the re engagement with the West.
At the moment, they hold 65 percent of the outgoing MPs’ seats, while the rest is divided between reformists and moderates.
The nationwide election to the parliament and the Assembly of Experts – a council charged with electing and removing the Supreme Leader of Iran – took place Friday, and was marked by an enormous turnout.
Interior Minister Abdolreza Rahmani Fazli told a press conference in Tehran on Saturday that vote counting in Tehran is still under way and will not end any sooner than late Monday, FARS news agency reported. The final results will be declared Tuesday.

ICC Cricket for Good & UNICEF launch Team Swachh clinics in partnership with BCCI

Nagpur27 February 2016 – Building up to the ICC World T20 in India, the International Cricket Council (ICC) Cricket for Good and UNICEF in partnership with BCCI launched the Team Swachh clinics during the ICC WT20 Host City Tour. This is to promote a nationwide initiative that aims to build a social movement for sanitation and toilet use there by leading to an open-defecation-free India.
The ICC WT20 Men’s and Women’s trophies travelled on the Nissan Trophy Tour float through the streets of Nagpur. Exhilarated fans got the opportunity to photograph themselves with the ICC WT20 Trophies.
A  specially designed double-decker bus carried the children  from a local NGOs and  Indian cricket team player Umesh Yadav. The Indian cricket player interacted with fans as the cavalcade made its way to photograph themselves with the ICC Trophies.
Playing cricket-based games with the children along with advocating the use of toilets, Umesh Yadav engaged with the children when sharing cricketing tips and discussing the importance of hygiene and sanitation in the specially designed Team Swachh WASH clinic set up inside the Vidharba Cricket Association Stadium.
Calling the initiative a ‘social movement for sanitation’, Ms. Caroline Den Dulk, Chief of Communication, UNICEF India said, “The idea of team and team play is at the core of the Team Swachh initiative and it leverages the vast passion of the sport in the country to advocate toilet use and save lives of children.
After Dharamshala, Mohali, Delhi, Kolkata and now Nagpur, the ICC WT20 Host City Tour will visit each of the venues that will host the ICC WT20 matches. It now travels to Chennai (1stMarch), Bangalore (3rd  March) and Mumbai (6th March 2016).
Earlier in October 2015, the ICC Cricket For Good and UNICEF launched a five-year global partnership in New York. They decided to engage the broader cricketing community to empower children and adolescents. In particular, during the many ICC events over the next five years, they will develop and implement various community outreach programmes and initiatives in collaboration with coaches, cricketers and cricketing personalities.

Pune, 27th February 2016: On the penultimate day of the Pune leg of the UBA Pro Basketball League Season 2, the crowd at the Shivaji Stadium in Pune witnessed north division action. The first game was between the unbeaten Delhi Capitals and Punjab Steelers, who were looking for their second win of Season 2. Punjab ended up upsetting the Delhi Capitals, handing them their first loss of the tournament. The second game was between the Mumbai Challengers and the Haryana Gold. Mumbai registered the win, improving to a 3-2 record, while Haryana remained in the loss column.

After a hot start, the Mumbai Challengers have lost their previous two games and were looking to bounce back today in their match against Haryana Gold. Haryana are still looking for their first win in the tournament, hoping to finish the Pune leg with at least one victory.

Two new point guards started for each of the teams. For Mumbai, youngster Prudhvi Reddy was back into the starting lineup, after having missed the last two games for the team owing to the NBA-ACG Jump elite camp. For Haryana, their starting point guard last season, Himanshu Sharma joined the team for his first game in Season 2 today.

The point guard change seemed to help both teams, as the first half tuned out to be a battle of the no. 17s – Prudhvi and Himanshu. After a dismal first couple of games, Prudhvi finally showed the UBA world what he is capable of. He was perfect from the 3-point line in the first half and was at the receiving end of easy transition buckets as well. On the other hand, Himanshu Sharma was scintillating in his drives to the basket, finishing with both hands on either side of the rim. He ended up with 13 first half points, but his teammates failed to step up yet again. Although Himanshu managed to keep his team within fighting distance of Mumbai in the first half, he could not single-handedly do it throughout the game.

Mumbai’s offensive weapons had their way against the weak Haryana Gold defense. Ranbir, who won player of the match honours, was fluid offensively throughout the contest. Whether it was his 3-point shot, transition buckets or half-court penetrations, Ranir was doing it all today and ended up with a double-double of 29 points and 11 rebounds. Mumbai centre was also great for his team today, putting his post moves to work and finishing the game with a big double-double of 20 points and 14 rebounds. Jagdeep Bains was also efficient for his team with 11 points on 4 of 6 shooting.

Although Himanshu Sharma scored 22 points in the contest, only one other Haryana Gold player scored in double digits – centre Jaskaran Singh with 10 points. Mumbai surged ahead in the third quarter, building a huge lead and ending up breaking the team scoring record in the tournament so far with 114 points. Haryana have lost all their four games, while Mumbai bounced back to improve to a 3-2 record.

Punjab Steelers bt Delhi Capitals

After their first victory against the Haryana Gold, the Punjab Steelers seemed to have regained their lost confidence going into today’s game against the Delhi Capitals. Delhi was looking to keep their perfect record alive, going for their fifth straight win.

Punjab went into the game with Kaushal (from Karnataka) and international forward Gurvinder Gill as the two bigs, with the MVP of last season, Ravi Bhardwaj, coming off the bench. Gill was testing his shooting touch in the beginning of the game, happily taking and making jumpers in the first quarter, including a surprising 3-pointer to begin the game. Point guard Akilan brought out the inner scorer in him today, taking control of his team’s offense. The Delhi defenders were unable to control Akilan’s penetration as he got the basket with ease to finish craftily around the rim. His 3-point shot was falling today as well, making him virtually unstoppable.

Delhi Capitals found it difficult to set their offense in the first half. Punjab played aggressive perimeter defense to force multiple turnovers from the Capitals. Whenever the Capitals’ players did manage to drive into the paint, Gurvinder was waiting to protect the rim. Last season’s MVP Ravi Bhardwaj came off the bench in the second quarter to add to the rim protection for Punjab.

Capitals’ go-to scorer Vinay Kaushik struggled with his shot in the first half. Punjab gave him no space on the 3-point line, forcing him to take difficult shots. Ramesh was the only major contributor for the Capitals using his body in the post, ending up with 10 points in the first half. But Delhi had little contribution from their other players leading to Punjab ending the first half with a 20-point lead 46-26.

The second half followed much of the same script. Akilan (27 points) continued to fire away and knock down shots. Multiple steals from Akilan led to easy transition buckets. His backcourt mate Amrit Pal Singh (14 points) was efficient for the Steelers as well either finishing in transition or penetrating and creating for his teammates. Gurvinder continued to be destructive in the paint using his athleticism to finish around the rim. Steelers ended up blowing out the Capitals and finishing with a 86-58 victory, wining back-to-back games. Capitals were handed their first loss of the tournament.

Gurvinder Gill won the player of the match award with his 24 points and 16 rebounds.

28th February, 2016, Stellenbosch: The fans in Stellenbosch witnessed the first loss for the Indian eves on the South African tour as they went down to Germany 3-0 in an exciting encounter.
The first period of the match started with both the teams moving cautiously in order to understand each other’s game plan. Both Germany and India concentrated on maintaining ball possession and a lot of the game was played in the mid-field. The first period ended with the score at 0-0. The second period started with India looking to make more attacking strides. The attacking intent was soon awarded with a penalty corner in the initial moments of the second period but India failed to capitalize on the opportunity. The end moments of the second period saw Germany attacking and finally the break in the defensive dead lock came from a field goal by Lydia Haase. The score at half – time stood at 1-0 in Germany’s favour.
The third period of the match started with Germany carrying the attacking momentum. Germany made many attacking moves in the period and were rewarded for their pressing game in the end of the third period with a field goal from Pia-Sophie Oldhafer. The score at the end of the third period stood at 2-0 with Germany leading. The fourth period saw many attacking moves from both the sides with India leaving no stones unturned to establish equilibrium in the match. The Germans held a strong defensive line and played a counter attacking game. The German tactic was rewarded with a penalty corner which was successfully converted by Julia Muller to ensure a 3-0 lead for Germany. The match ended in a 3-0 win for Germany.
The next match of the South African tour will be played between India and Germany on 28th February 2016.

Hyderabad, February 28, 2016: Chandigarh’s Ajeetesh Sandhu left a lasting impression among golf fans in Hyderabad who saw him dominate the Golconda Masters 2016 from start to finish. Ajeetesh made it a memorable week for himself with his final round of six-under-65 that took his tournament tally to 23-under-261 and helped him finish with a victory margin of four strokes at the Hyderabad Golf Club (HGC).

Gurgaon’s Shubhankar Sharma, the winner at last week’s PGTI event, recorded another brilliant finish as he ended runner-up at 19-under-265 after a final round of three-under-68 at the Rs. 40 lakh event.

Ajeetesh Sandhu (62-68-66-65), who posted a course record nine-under-62 on day one to take a lead that he would never relinquish, carried a one-shot advantage into the final day.

On the first seven holes on Sunday, Ajeetesh and his nearest rival Shubhankar Sharma (66-66-65-68), matched stroke for stroke as both picked up two birdies each with the former hanging on to his slender one-shot lead. Kolkata’s Feroz Ali Mollah, the other contender at the start of the day, dropped out of the race in the early stages courtesy a bogey on the fourth.

The match swung decisively in Ajeetesh’s favour as he birdied the eighth and 11th while Shubhankar conceded a disastrous double-bogey on the 10th where he lost his ball after pushing his drive to the right.

Sandhu’s five-shot lead after the 12th was cut down to three after he had a minor blip with a bogey on 13 even as Sharma gained a shot on 14. However, there was no threat for the leader thereafter and he went on to complete a comprehensive win, his first in over three years, with birdies on the last two holes. Ajeetesh’s final round 65 also accounted for the day’s joint best score.

An ecstatic Ajeetesh said, “I’m glad to finally get over the line after such a long time. It is very satisfying to record a wire-to-wire win. It’s been a special week as I also registered my best tournament score and my best single round score of nine-under in the first round. I would like to thank my friend and fellow professional Muniyappa who lend me his putter for the week. The putter worked for me.

“The birdie on the closing hole in round three was very reassuring as it gave me the lead for the third day running. I kept up the intensity today. The birdie on the fourth today was my best of the week since I landed my tee shot within three feet on that long par-3. Once I birdied the 11th and 12th, I went five ahead with six to play. From there on, I knew, if I just played solid, I would easily negotiate the last stretch.

“As they say winning is a habit, the more you win, the more you get used to it. So now it’s about taking the momentum forward into the forthcoming events including the big week at the Indian Open,” added Ajeetesh, who played a lot of golf alongside the likes of Anirban Lahiri and Ganganjeet Bhullar, during his junior and amateur days.

Ajeetesh took home the winner’s cheque worth Rs. 6 lakh to climb from 14th to third in the 2016 Rolex Ranking as his earnings for the season so far increased to Rs. 7,45,720. Shubhankar Sharma’s runner-up finish moved him up from fourth to second spot in the money list with season’s earnings of Rs. 8,50,000. Feroz Ali Mollah, who finished tied seventh this week, continues to be the Rolex Ranking leader with total earnings of Rs. 10,54,260.

Shubhankar Sharma, looking for back-to-back wins this week, couldn’t catch up with the leader on the final day as he missed some short putts and also dropped a double bogey at a crucial stage.

The Asian Tour rookie said, “I played a decent round but missed a couple of birdie chances from short range and also lost my ball at a critical moment on the 10th. Ajeetesh didn’t make any mistakes today and just took it away on the back-nine.”

Mhow’s Mukesh Kumar posted a final round of 67 to claim third place at 15-under-269. Bengaluru’s Khalin Joshi was a further shot back in fourth.

Chandigarh’s Harendra Gupta, last year’s champion and C Muniyappa of Bengaluru were tied for fifth at 13-under-271. Muniyappa also carded the day’s joint best of 65.

Gurgaon’s Manu Gandas shared the seventh spot with Feroz Ali Mollah at 12-under-272.

Shamim Khan of Delhi secured ninth place at 11-under-273. He too fired the day’s joint best score of 65.

In addition to this, the rationalisation of custom duties and excise duties for raw materials, manufacturing for the IT and Hardware sector apart from various sectors to boost the Government’s ‘Make In India’ sector are definitely going to boost the manufacturing sector and lower costs for firms looking to do business in India. Passing on duty differential benefits to components and accessories that go into manufacturing of phones is clearly an extension of promoting Make-in-India. It should also help built the domestic component ecosystem in the long term. But till a competitive supplier base is established in India, there may be a marginal increase in cost of the box due to higher cost of accessories.”

The Journey to “Healthcare for All” has truly begun

The Union Budget for 2016-17 is transformative in nature and is aimed at empowering the rural population and strengthening the ‘bottom of the pyramid’. This will play a key role in fuelling the overall economy and help sustain a growth rate of over 7%, which is a bright spot in a sluggish global economic scenario.

For the healthcare sector,the three major measures announced are aimed largely at the underserved and rural segments of the country, and support the National Health Policy 2015 which advocates healthcare as a fundamental right.

The announcement of Health Protection Schemewhich will offer health insurance of upto INR 1 lakh per family and INR 1.3 lakh for senior citizens,is welcome as this will be in addition to the Rashtriya Swasthya Bima Yojana which currently provides a cover of INR 30,000. This, we believe is a significant move towards universal health cover.

The budget has also envisaged opening of 3,000 drug stores that will provide generic medicines at lower rates. This is a step in the right direction and will effectively complement the various rural health schemes to make medication more affordable and accessible.

While both these announcements cannot replace the need for providing basic health services, it will go a long way in reducing the burden of health expenditure on the segment of the population that needs it the most.

A recent research published in Lancet suggests that up to 70% patients in India who start dialysis discontinue it within three months of starting it due to the high cost. In this light, the announcement of a National Dialysis Service Programme to provide treatment at all district hospitals through Public Private Partnership will not only make it more accessible but will also reduce the cost of procedure. We hope this will address the issue of discontinuation of the treatment and reduce the mortalitycaused due to complications arising from incomplete treatment.

We would also like to applaud the budget for increasing the excise on tobacco and tobacco products. This will ensure that consumers are disincentivised and go a long way in helping reduce the incidence of cancer and other major ailments caused due to the abuse of such products.

In conclusion, the budget will steer us towards a Healthier India with a deft combination of preventive, inclusive and accessible healthcare for all Indians.

Budget announcements seem well directed with focus on rural economy, infrastructure spending, social  welfare schemes and ‘digital’ initiatives.  Rationalization of indirect tax and duty structures for various sectors such as IT hardware, defence, mineral and petrochemical, aviation to name a few, with a view to encouraging Make in India initiative is a welcome move.  Overall, coverage of various sectors of the economy was comprehensive with focus on keeping the Government spending within acceptable limits of fiscal prudence.

On the taxation front, the focus on dispute resolution through creation of new tribunal benches, alternative settlement schemes and commitment to refrain from retrospective taxation going forward was encouraging and progressive.  However, their efficacy would need to be evaluated based on the fine print of the associated regulations.  While no firm commitment on Goods and Services Tax (GST) timelines was made, the industry expectation was to align existing central indirect tax regime with the proposed GST framework.  Withdrawal of miscellaneous cesses and rationalization of CENVAT credit mechanism appear to be small steps in this direction.  However, introduction of new cesses in addition to those introduced in the previous year, run contrary to that expectation and appears regressive.     

On the whole, there is an estimated net increase in tax revenue by almost Rs. 20,000 crores.  The sectors contributing to the incremental taxes and resultant impact on the economy as a whole will be keenly watched.

With a total plan outlay of Rs. 706248 crores, this year’s budget Fiscal deficit is targeted at 3.5% of GDP. Total proposed outlay on infrastructure in 2016-17 is Rs. 2,21,246 crore which will boost domestic demand.Presenting his third successive Budget in the Lok Sabha today, Finance Minister Arun Jaitley listed nine thrust areas of tax proposals to transform India. Relief to small tax payers, measures to boost growth and employment, incentives to domestic value addition for Make in India, moving towards a pensioned society, affordable housing, resource mobilisation for agriculture, rural economy and clean environment, reducing of litigation in taxation, its simplification and use of technology for creating accountability will be his focus. To provide relief to small tax payers, he proposed to raise the ceiling of tax rebate under section 87A from Rs 2,000 to 5,000 for income not exceeding Rs 5 lakh. Two crore tax payers will get a relief of Rs 3,000. Additional deduction of Rs 36,000 a year is proposed for those who do not own any house or get any house rent allowance. They will get an exemption upto Rs 60,000 now. Presumptive taxation extended to professionals with gross receipts upto Rs 50 lakh.
To boost growth, Mr. Jaitley came out with a road map on corporate tax and exemptions. The accelerated depreciation will be limited to a maximum of 40 per cent from 1.4.2017 and the deductions for research would be limited 150 per cent from 2017 to 100 per cent from 2020. The new manufacturing companies coming up after March this year, will be given an option to be taxed at 25 per cent plus surcharge and cess. But they should not claim profit linked or investment linked deductions. He also proposed to lower the corporate income tax rate for the next financial year for small enterprises with a turnover of not exceeding five crore rupees to 29 per cent. Startups for Make in India will get 100 per cent deduction of profits for three out of five years from the coming financial year to 2019. The Budget also focused on moving towards a pensioned society. Withdrawal up to 40 per cent of the corpus at the time of retirement will be exempted in National Pension Scheme. The first home buyers are proposed to get a deduction of additional interest of Rs 50,000 for loans up to Rs 35 lakh. 100 per cent deduction for profits for undertakings taking up housing projects for flats upto 30 square metres in four metros and 60 square metres in other cities.
The Budget also proposes changes in reforms in FDI and related policies. Foreign investment will be allowed in the insurance and pension sectors in the automatic route upto 49%. 100% FDI in asset reconstruction companies will also be permitted. Investment limit for foreign entities in Indian stock exchanges has been increased to 15% from 5 % to boost global competitiveness of Indian stock exchanges. Foreign investors will be given residency status in place of the five year business visa to promote Make-in-India. LIC will set up a dedicated fund to boost credit for infrastructure projects. Allocations for agriculture and farmers welfare has been doubled to Rs 44,000 crore and interest subvention to farmers will continue. Half per cent Krishi Kalyan Cess is proposed to be levied on all taxable services to improve agriculture. 89 irrigation projects will be fast tracked. To boost Make in India initiatives, the budget proposes changes in customs and excise duty rates on certain inputs, raw materials, intermediaries and components. Excise duty on electric motor, shafts and sleeve has been reduced six per cent from 12.5 per cent and basic customs duty for cold storage, cold room has been slashed by half to five per cent.
Excise duty on refrigerated containers have also been reduced to 6 % from 12.5%. Excise duty has been removed on physical mixture of fertilisers, made out of chemical fertilisers for cooperative societies. Industrial solar water heaters are to cost more with customs duty hiked to 10% from 5 %. Electronic items, electric motors, electrical equipment, paper, paper board, newsprint and fiber and yarns are to cost less to give incentives for domestic value addition for Make in India. Imitation jewellery and balloons are to cost more. Overhauling of aircraft and ship will be cheaper so also aluminium and iron. To broaden the service tax, the exemption given to senior advocates or partnership firm of advocates providing legal services is proposed to be withdrawn. Exemption given to construction work for monorail or metro for contracts entered after 1st next month has been withdrawn. Exemption to the services of transport of passengers by ropeway, cable car or aerial tramway are also withdrawn. To promote construction sector and affordable housing, service tax is exempted under housing for all mission and Pradhan Mantri Awas Yojana. Low cost houses upto 60 square metres per house in a project by state government will also be exempted from service tax. Service tax on life insurance business provided by way of annuity under national pension scheme and on services by employees provident fund are proposed to be withdrawn.
Electric and hybrid vehicles to continue to get tax benefits but Golf cars will cost more with customs duty hiked to 60% from 10%. To boost use of renewable energy, excise duty proposed to be reduced on the inputs for the manufacture of rotor blades and other parts. Excise duty exemption on articles of jewellery is being withdrawn with the higher threshold exemption upto Rs 6 crore in a year. Footwear to cost less with excise duty cut to six per cent from 12.5 per cent on rubber sheets and resin rubber sheets for soles and heels. To make doing business easy and to simplify taxation, 13 cesses levied by various Ministries are being abolished. Clean environment cess on coal and lignite has been increased to Rs 400 per metric tonne from Rs 200 . To reduce litigation and providing certainty in taxation, the budget proposes to move towards a lower tax regime with no litigation approach. To tackle undisclosed income, the budget proposed payment of tax at 30%, surcharge 7.5 % and penalty at 7.5% amounting to a total of 45% . The scheme has a limited period of compliance from 1st of June to 30th of September this year.
The undisclosed amount should be paid with tax within two months of declaration. It also proposes a new dispute resolution scheme to cut down the three lakh cases pending for disposal. A tax payer who has appeal pending can settle his case by paying the disputed tax and interest upto the date of assessment. No penalty in respect of income tax cases with disputed tax upto Rs 10 lakh will be levied. Mr. Jaitley reiterated the assurance given by him that the Government will not retrospectively create a fresh tax liability. The penalty rate for concealment of income is proposed to be reduced to 50 per cent of tax in the case of under reporting and 200 per cent of tax for misreporting of facts. This will replace the Income Tax Officer’s discretion of levying in penalty at the rate of 100 to 300%.
Government will reorient its intervention in the farm and non-farm sectors to shift focus beyond the country’s food security to farmers’ income security. He said that a total allocation of about Rs 40000 crore is proposed to double the income of farmers by 2022. He said that a Unified Agricultural Marketing E-Platform will be dedicated to the nation on the Birthday of Dr.Baba Saheb Ambedkar on 14th April this year to help farmers in accessing markets which is critical for enhancing their income. The Finance Minister said that Pradhan Mantri Krishi Sichai Yojna will be implemented in Mission Mode in order to bring 28.5 lakh hectares under the scheme. He said that a long term Irrigation Fund will be created in NABARD with an initial Corpus of about Rs 20,000 crore. Mr. Jaitley said that allocation of Rs 19,000 crore is proposed during 2016-17 for implementation of Pradhan Mantri Gram Sadak Yojna. He said that the pace of construction of roads per day under the scheme will be substantially stepped up. The budget put special focus on adequate and timely flow of credit to the farmers. All time high of Rs.9 lakh crore is being allocated for agriculture credit. To reduce the burden of loan repayment on farmers, a provision of Rs 15,000 crore has been made towards interest subvention.
A provision of Rs 5,500 crore has been made in the budget for Prime Minister Fasal Bima Yojna. Referring to Rural Sector, the Finance Minister said that an overall. 87,700 crores have been allocated for its development. He said, Rs 2.87 lakh crore will be given as grant-in-aid to Gram Panchayat and Municipalities marking a quantum jump of 228 percent compared to the previous five year period. He said that Rs 38,500 crore have been allocated for Mahatma Gandhi National Rural Employment Generation Scheme, MGNREGS. Mr. Jaitley said that Government is committed to achieve 100 percent rural electrification by 1st May 2018. Rs 8,500 crore have been provided for Deen Dayal Upadhyaya Gram Jyoti Yojna and Integrated Power Development Schemes in this regard. 9,000 crore have been provided for Swachh Bharat Mission to improve sanitation and cleanliness especially in rural India. A new Digital Literacy Mission Scheme will be launched to cover around 6 crore additional rural households within next 3 years. Referring to Social Sector, the Finance Minister said that unforeseen catastrophic health events push lakhs of households below the poverty line every year. In order to help such families, Mr. Jaitley said that a Health Insurance Scheme is being launched to protect one third of India’s population against hospitalisation expenditure. He said that the scheme will provide health cover upto Rs 1 lakh per family.
The Union Budget envisaged a total outlay of Rs 340,922 crore for Defence ministry. It also includes separate provision of Rs 82333 crore for defence pensions. Defence budget accounts for 17.21 per cent of the total Central Government expenditure and 2.26 per cent of the GDP.
Sensex at the Bombay Stock Exchange is trading in red in reaction to the Union Budget presented before Parliament today. The 30- share index has recovered after briefly plunging 660 points and was trading 56 points at 23,098 a short while ago.
The broader Nifty also followed the similar trend and is about 30 points down hovering just above 7000 mark. And at the forex market, the rupee had appreciated 15 paise, to 68.47 against the dollar in afternoon deals.
CII today hailed the General Budget as well balanced and progressive. Briefing media in New Delhi, CII President Sumit Mazumdar said a lot of announcements were made in rural economy and infrastructure sectors. He said there were some concerns on bad loans, and the Finance Minister has provided some relief in the area. Mr Mazumdar said required emphasis of rural sectors is present in the Budget. He said some taxes have gone up which is fair and acceptable.Federation of Indian Chamber of Commerce and Industries, FICCI has welcomed the budget saying that it is balanced, progressive and focused. Speaking to AIR, FICCI President Harshvardhan Neotia said, the announcement on Agriculture, Rural development and Infrastructure will give further boost to economy and generate employment.

A show which mixes performance, comic and visual. Three very smart French riders on horses, to prepare the next Olympic Games, make a demonstration of training. Even if, sometimes, they are a bit ridiculous, they always keep “The French Attitude”
This show is played in English Language in France, and half English, half French when it’s played outside. The Horsemen represent a caricatured image of French people seen by the “Others”: arrogant, self-assured, and almost unpleasant. To the public, the three characters ask if, by their strange attitude, by their look, they can represent the French people for a next competition. At the end of the show, they push French people, but others too, to learn another language than their mother’s one, asking this question « Don’t you know that now we live in Europe? ».

Serious, engaging and provocative, Castaways attempts to give voice to the historically silenced.

130,000 migrants reached Europe

Over 130,000 migrants and refugees have reached Europe via the Mediterranean so far this year, the UN’s refugee agency (UNHCR) said Tuesday. This is more than the total number in the first five months of 2015. Out of a total of 131,724 people who have arrived on Europe’s shores this year, 122,637 landed in Greece and most were fleeing the conflict in Syria, AFP reported, citing the statement. An estimated 24,000 migrants in Greece were in need of accommodation as of Monday night, according to the UN agency. It warned that “Europe is on the cusp of a largely self-induced humanitarian crisis.”The UNHCR also accused EU governments of fueling the chaos and suffering by resorting to “inconsistent practices” in response to the migrant influx.

Suicide bombers’ killed as Indian consulate targeted in Jalalabad,

Militants attacked the Indian consulate in the city of Jalalabad, Afghanistan, on Wednesday. The assault triggered a fierce gun battle that left two attackers dead, IANS reported. Fourteen others – none of them Indian – were reportedly injured in an area that also houses the Pakistani and Iranian missions. All Indian diplomats and consulate staff were safe, according to Afghan and Indian officials. At least two attackers opened fire after a loud boom was heard, Khaama Press said, adding that security forces killed “a team of suicide bombers.” The attack, which started around noon and ended a few hours later, comes ahead of peace talks this week between the Afghan government and the Taliban.
Explosions and gunfire rocked the area near the Indian consulate in the eastern Afghan city of Jalalabad on Wednesday, Reuters said, citing witnesses. The blast reportedly shattered windows and doors in nearby buildings and destroyed at least eight cars. The assault followed a suicide attack on the nearby Pakistani consulate in Jalalabad in January.

The contest for the Laureus World Sportsman of the Year Award promises to be the hottest ever. Nominees include three-time Laureus winner Usain Bolt, tennis No.1 Novak Djokovic, triple Formula One world champion Lewis Hamiltonand five-time Ballon d’Or winner Lionel Messi. They are joined by first time Nominees Stephen Curry, star of NBA’s Golden State Warriors, and golf’s world No.1 Jordan Spieth.

After a sparkling 2015 in which she won three Grand Slams, US tennis legendSerenaWilliamsis again nominated for the Laureus World Sportswoman of the Year Award – her record tenth Laureus Nomination.

In another strong category, the Mercedes AMG Petronas Formula One Team is nominated for the second straight year for theLaureus World Team of the Year Award, along with Rugby World Cup winners the All Blacks, Champions League winners FC Barcelona, NBA championsGolden State Warriors, the Great Britain Davis Cup Teamand the US Women’s Football Team, who won their thirdWorld Cup.

The 17th Laureus World Sports Awards, which recognises sporting achievement during the calendar year 2015, is the premier honours event on the international sporting calendar. This is the first time the Laureus World Sports Awards have been staged in Germany. The winners, as voted by the Laureus World Sports Academy, the ultimate sports jury, made up of 55 of the greatest sportsmen and sportswomen of all time, will be unveiled at a globally televised Awards Ceremony staged in the Messe Berlin Palais am Funkturm on the evening of Monday, April 18.

While celebrating the greatest sporting successes of the year, the Awards Ceremony also showcases the work of the Laureus Sport for Good Foundation, which has supported more than 150 sports-based community projects around the world and helped to improve the lives of millions of young people.

Shweta swings to lead on day 1
Pune, 2 March 2016: Local girl Shweta Galande carded the only even par round of 72 on the first day to grab the lead in the sixth leg of the Hero Women’s Professional Golf Tour at the Oxford Golf Resort here on Wednesday. Trailing her in joint second position at 1 over 73 are Kiran Matharu and Amandeep Drall. The INR 6,00,000 event featuring 19 players will culminate on 4th March.
Shweta had a shaky start, carding two bogeys on the 1st and 5th holes. Thereafter, she regained her composure and carded three birdies on the 6th, 10th and 14th holes while dropping just one shot in the back nine on the 18th. She finished with a score of par 72 to take the first round lead. Shweta has been guilty of not capitalizing on her first round performance several times in the past. She would be keen to add a third professional title.
Overseas player Kiran Matharu and Panchkula’s Amandeep Drall are tied for the second position with identical scores of 1 over 73. Kiran had an indifferent start, dropping three shots on the 1st, 3rd and 5th holes with just a lone birdie on the 4th in her front nine. She played with much more control in the latter half and carded two birdies on the 10th and 15th holes while dropping a shot on the very last hole. Amandeep, who is making a return to the Tour after a gap of one month, carded three birdies on the 2nd, 8th and 17th holes. Her campaign on the day also included four dropped shots on the 3rd, 4th, 13th and 16th holes.
Kolkata’s Smriti Mehra and the Delhi duo of Gauri Monga and Mehak Sharma are all tied for the fourth position with identical scores of 2 over 74. Smriti’s eventful round included three birdies on the 4th, 10th and 11th holes with an equal number of bogeys on the 1st, 12th and 15th. She also carded a double bogey on the 7th hole to finish two shots adrift of the leader. Mehak Sharma started impressively, carding three birdies on the 1st, 6thand 7th holes. However, the rookie from New Delhi could not sustain the momentum and carded five consecutive bogeys on the 9th, 10th, 11th, 12th and 13th holes. Gauri’s card on the day included two birdies on the 2nd and 9th holes along with four bogeys on the 5th, 6th, 7th and 16th.
Hero Motocorp sponsored Sharmila Nicollet is placed seventh with a score of 3 over 75, followed by Delhi’s Ankita Tiwana and Bengaluru’s Trisha Sunil in tied eighth position at 4 over 76.

Itziar Pascual dedicates her play Castaways to “all those women in the twentieth century who sailed on the ships of the forgotten”. Through a series of ten short scenes between pairs of women of contrasting age and class, Pascual explores the theme of political exile and the struggle of living as social and cultural outcasts. Serious, engaging and provocative, Castaways attempts to give voice to the historically silenced. (+)

India’s exports have been passing through the tough times due to various domestic as well as external challenges in terms of price uncompetitiveness, rejection of export consignments, slow recovery in advanced nations and restrictions imposed by few coutries on imports of commodities viz. meat, pharmaceuticals ,vegetables etc. While, there are few developments which have occurred in favour of boosting India ’s exports, going ahead.
India’s exports for the month of January 2016 stands at USD 21.1 billion as compared to USD 24.4 billion in January 2015 registering a growth of around (-) 14%. During January 2016, the imports are registered at USD 28.7 billion as compared to USD 32.3 billion in January 2015, registering a growth of (-)11%. The balance of trade stands at around USD (-)7.6 billion during January 2016 as compared to USD(-)7.8 billion for January 2015.
Commodity-wise, oil meals exports fell by (-) 15%, iron ore exports registered a fall of (-) 69% petroleum products exports decline by (-) 51% and cashew exports recorded a fall of (-) 15% during April-January, 2015-16.
In area of investments the net FII investments in the month of January 2016 stands at about (-) USD 8814 million as compared to about (-) USD 1243 million in December 2015. Based on the recommendations of Foreign Investment Promotion Board (FIPB) the government has approved 10 FDI proposals involving an amount of Rs 607 crore.
At international front, during the visit of President of France, Mr. François Hollande, India and France signed 14 agreements /Memorandum of Understanding (MOUs) including cooperation in the fields of defence, cooperation in aerospace, cooperation in the field of solar alliance, joint venture in railways and cooperation in development of smart cities have been concluded.
The Union Cabinet chaired by our Hon’ble Prime Minister Shri Narendra Modi has approved the Proposal for Notification of Commitments under the Trade Facilitation Agreement (TFA) of World Trade Organization (WTO), ratification and acceptance of the Instrument of Acceptance of Protocol of TFA to the WTO Secretariat and constitution of the National Committee on Trade Facilitation (NCTF).
Pertaining to policy developments, Directorate General of Foreign Trade (DGFT) notified that only two documents from the date of notification i.e 29th January,2016 are required to be uploaded /submitted along with the digital photograph while applying for IEC.
Jwaharlal Nehru Port Trust (JNPT), the largest container terminal in India , started a new system Christened Direct Port Delivery (DPD), for cargo clearance that will make it easier and faster for importers to import goods through this port.
Minister of Commerce for State for Commerce and Industry recently held an interactive meeting with Export Promotion Councils (EPCs) to deliberate on export related issues and the commerce ministry has prepared a strategy to boost shipments to Africa and has identified engineering as a major sector for export to several nations of that continent.

Jaipur, March 2, 2016: In a significant step towards Collaborative approach between government & industry for attracting investment from India & Abroad, Today M/s Global Ceramics Private Limited and Rajasthan State Gas Limited (RSGL) signed Gas Sales Agreement (GSA) by Mr. Ravi Agarwal, Managing Director, Rajasthan State Gas Limited and Mr. Niraj Kumar Gupta, Director, Global Ceramics Private Limited in the gracious presence of Mr. Deepak Upreti, Principal Secretary, Mines & Petroleum, GoR who is also the Chairman of RSGL.
After taking the charge of Mines & Petroleum Department by Mr. Upreti, he has assigned priority to the gas sector for fuelling industrialization and has taken detailed review from Mr. Ravi Agarwal for seeking plan for providing clean energy solution to the smart Cities i.e. Jaipur, Ajmer, Kota , Udaipur and setting up of CNG highways between the key cities like Kota-Jaipur, Kota-Baran-Indore-Mumbai, Jaipur-Ajmer, Jaipur-Sikar and Bhilwara-Chittorgarh-Udaipur. The Mega CNG station at Neemrana is completing as per the budget mandate of Hon’ble Chief Minister, Govt. of Rajasthan and with the commissioning of CNG facility at Kukas, Jaipur within this month, NH-08 shall become operational for CNG vehicles plying between Delhi-Jaipur.
It is just a two months back when Rajasthan Govt. has announced its agenda during Resurgent Rajasthan for setting up Natural Gas Infrastructure & development of Industrial clusters under the banner of “Make In Rajasthan” to drive “Make In India” mission.
The availability of the Natural Gas was a bottleneck for attracting prospective industries to setup Ceramic zone at Ghilot inspite of Govt. proactive enabling factor to create ease of business.
RSGL has taken proactive steps & is in the process of completing compression facility at Neemrana to make Natural Gas available for the industrial clusters along the NH-8 highway. With this, the long wait for natural gas for the industrial zone at Behror, Sotanala, Keshawana and Kukas is over. The collaborative efforts with all stakeholders are the key driver for RSGL and RSGL won the confidence from prospective customers to become their preferred choice for natural gas through transparent and customer friendly initiatives resulting win-win scenario.
The business and project execution plan is in place to construct additional compression facility at Neemrana via Jaipur-Delhi for meeting the increased demand from Ghilot. A dedicated pipeline from Neemrana to Ghilot is also planned to distribute gas through the facility being setup at Ghilot.
By the last quarter of 2017, RSGL will be in position to open up CNG highway for smart city including Kota-Jaipur, Kota-Baran-Indore-Mumbai highway.
During recent Resurgent Rajasthan program, the Business Transfer Agreement for Kota City Gas Distribution Assets between GAIL Gas Limited and RSGL was signed by Mr. Deepak Upreti, Principal Secretary Mines & Petroleum, Govt. of Rajasthan and Mr. P K Pal, CEO, GAIL Gas Limited in the presence of Hon’ble Chief Minister, Govt. of Rajasthan.
Rajasthan is now to become a model state for adopting unique clean energy solution for each propose smart city- Kota, Ajmer, Udaipur and Jaipur. For Kota the distribution of the gas is planned through speedy execution of pipeline connecting demand centers for rapid industrialization, for Ajmer being a smart and heritage city, its approach is a combination of project based on converting municipal waste into biogas & availability of gas being planned through the proposed pipeline from Neemrana-Jaipur-Ajmer. The pipeline from Neemrana to Jaipur is to become integral part of a clean energy solution for Jaipur and for Udaipur LNG hub in combination of gas availability from the proposed pipeline from Bhilwara to Udaipur is planned.

Message of UN Secretary-General Ban Ki-moon


As a boy growing up in post-war Korea, I remember asking about a tradition I observed: women going into labour would leave their shoes at the threshold and then look back in fear.  “They are wondering if they will ever step into those shoes again,” my mother explained.
More than a half-century later, the memory continues to haunt me.  In poor parts of the world today, women still risk death in the process of giving life.  Maternal mortality is one of many preventable perils.  All too often, female babies are subjected to genital mutilation.  Girls are attacked on their way to school.  Women’s bodies are used as battlefields in wars.  Widows are shunned and impoverished.
We can only address these problems by empowering women as agents of change. For more than nine years, I have put this philosophy into practice at the United Nations. We have shattered so many glass ceilings we created a carpet of shards. Now we are sweeping away the assumptions and bias of the past so women can advance across new frontiers.
I appointed the first-ever female Force Commander of United Nations troops and pushed women’s representation at the upper levels of our Organization to historic highs. Women are now leaders at the heart of peace and security — a realm that was once the exclusive province of men. When I arrived at the United Nations, there were no women leading our peace missions in the field. Now, nearly a quarter of all United Nations missions are headed by women — far from enough, but still a vast improvement.
I have signed nearly 150 letters of appointment to women in positions as Assistant Secretary-General or Under-Secretary-General. Some came from top Government offices with international renown, others have moved on to leadership positions in their home countries. All helped me prove how often a woman is the best person for a job.
To ensure that this very real progress is lasting, we have built a new framework that holds the entire United Nations system accountable. Where once gender equality was seen as a laudable idea, now it is a firm policy. Before, gender sensitivity training was optional; now it is mandatory for ever-greater numbers of United Nations staff. In the past, only a handful of United Nations budgets tracked resources for gender equality and women’s empowerment; now this is standard for nearly one in three, and counting.
Confucius taught that to put the world in order, we must begin in our own circles. Armed with proof of the value of women leaders at the United Nations, I have spoken out for women’s empowerment everywhere. In speeches at parliaments, universities and street rallies, in private talks with world leaders, in meetings with corporate executives and in tough conversations with powerful men ruling rigidly patriarchal societies, I have insisted on women’s equality and urged measures to achieve it.
When I took office, there were nine parliaments in the world with no women. We helped to drive that number down to four. I launched theUNiTE to End Violence against Womencampaign in 2008; today, scores of leaders and ministers, hundreds of parliamentarians and millions of individuals have added their names to the action call.  I was the first man to sign our HeForShe campaign, and more than a million others have joined since.  I stood with activists calling for the abandonment of female genital mutilation and celebrated when the General Assembly adopted its first-ever resolution supporting that goal.  I am echoing the calls of many who know women can drive success in achieving our bold 2030 Agenda for Sustainable Development and advancing the Paris Agreement on climate change.
On this International Women’s Day, I remain outraged by the denial of rights to women and girls — but I take heart from the people everywhere who act on the secure knowledge that women’s empowerment leads to society’s advancement. Let us devote solid funding, courageous advocacy and unbending political will to achieving gender equality around the world. There is no greater investment in our common future.

GLOBAL BABA’ TO UNFOLD THE TRUTH OF SPIRITUAL BABAS IN INDIA

In a country like India, people blindly follow the babas. With as many news of such self styled Godman being exposed by the media, people didn’t stop following them. These holyman continue to con people in the name of religion.
In a press conference held in Delhi, Abhimanyu Singh, Sandeepa Dhar, Producer Vijay Bansal and Priya Bansal promoted their upcoming film ‘Global Baba’.
The upcoming Hindi film ‘Global Baba’ will be dealing with a similar story of a Godman whose real face will be unveiled. Where Ramleela fame ‘Abhimanyu Singh’ will be playing the role of a Godman, ‘Sandeepa Dhar’ will be playing a role of a journalist who will expose the baba in the film.
Abhimanyu Singh who was last seen in the film ‘Ramleela’ as Ranveer’s elder brother when asked if he was mistaken as a real baba while shooting he said “Yes, my get up was such that most of the time people actually thought that I am a real baba. While we were shooting in Banaras, most of the people critized me while most of them came with joining hands and asked for my ashirwad”
Sandeepa Dhar too added “it’s pretty shocking that people follow these babas without any research or just because their parents or forefathers do”
“The goal of the film is basically to stop these fraudulent babas and gurus from conning people” she added
Vijay Bansal when asked If the film or any role will affect any other baba, he said ” We have not targeted any baba or religion. With the film we just want to open the eyes of audience”
The film is scheduled for a release on 11th March.

Observances on Budget 2016-17 for the Voluntary Sector
 
Mr. Noshir Dadrawala has found the following observances in the Budget 2016-17 for the voluntary sector. Please find them enumerated below
1) Levy of tax where a charitable institution ceases to exist or converts into a non-charitable organization.
A charitable Trust, Society, Section 8 Company or an institution carrying on charitable activities may voluntarily wind up its activities and dissolve or may also merge with any other charitable or non-charitable institution, or it may convert into a non-charitable organization. In such a situation, the existing Income tax law does not provide any clarity as to how the assets of such a charitable institution should be dealt with.
In order to ensure that the intended purpose of tax exemption availed by a trust or institution is achieved, a specific provision in the Act is required for imposing a levy in the nature of an exit tax which is attracted when the organization is converted into a non-charitable organization or gets merged with a non-charitable organization or does not transfer the assets to another charitable organization.
Accordingly, it is proposed to amend the provisions of the Income tax Act and introduce a new Chapter to provide for levy of additional income-tax in case of conversion into, or merger with, any non-charitable form or on transfer of assets of a charitable organization on its dissolution to a non-charitable institution.
2) Phasing out of Deductions and Exemptions
The Finance Minister in his Budget Speech, last year had indicated that the rate of corporate tax will be reduced from 30% to 25% over the next four years along with corresponding phasing out of exemptions and deductions.
a) Phasing out 35AC — Expenditure on eligible projects or schemes
Donors enjoy 100% tax deduction on donations given to institutions having registration under 35AC.
It is proposed that no deduction shall be available with effect from 1st April 2017 (i.e. from Financial Year 2017-18 and subsequent years).
b) Phasing out 35CCD — Expenditure on skill development project.
Weighted deduction of 150% can be enjoyed on any expenditure incurred (not being expenditure in the nature of cost of any land or building) on any notified skill development project by a company.
Deduction shall now be restricted to 100 per cent from 1st April 2020 (i.e. from financial year 2020-21 onwards
c) Phasing out Section3 5(1)(ii) — Expenditure on scientific research.
Currently the available tax deduction is 175% of any sum paid to an approved scientific research association which has the object of undertaking scientific research. Similar deduction is also available if a sum is paid to an approved university, college or other institution and if such sum is used for scientific research.
It is now proposed to phase this out as follows:
Deduction shall be restricted to 150% from 01.04.2017 to 31.03.2020 (i.e. from financial year 2017-18 to financial year 2019-20) and deduction shall be restricted to 100% from 01.04.2020 (i.e. from financial year 2020-21 onwards).
d) Phasing out 35(1)(iii) — Expenditure on research in social science or statistical research.
Weighted deduction from the business income is allowed to the extent of 125% of contribution to an approved research association or university or college or other institution to be used for research in social science or statistical research.
It is now proposed that deduction shall be restricted to 100% with effect from 01.04.2017 (i.e. from financial year 2017-18 and subsequent years).
3) Service Tax
The Finance Minister had last year raised service tax rates from 12.36 per cent (including education cess) to 14 per cent; this was later bolstered by a 0.5 per cent cess for “Swachh Bharat”.
In this Budget, the Finance Minister has not raised service tax, but he has announced a “Krishi Kalyan” cess of 0.5%, which be levied on all services.
As a result, the total service tax liability, including the new cess announced, will now rise to 15%.
Service tax is levied on all services except a small negative list.
The Negative List entry covering ‘educational services by way of (a) pre-school education and education up to higher and secondary school or equivalent, (b) education as a part of a curriculum for obtaining a qualification recognized by any law for the time being in force and (c) education as a part of an approved vocational education course and the definition of ‘approved vocational education course’ are being omitted. However, the exemption shall continue by way of exemption notification No. 25/2012 – ST.
4) Amendment to FCRA 2010
In the Foreign Contribution (Regulation) Act, 2010, the following proviso shall be inserted in Section 2(1)(j)(vi) and shall be deemed to have been inserted with retrospective effect from the 26th September, 2010,namely:
“Provided that where the nominal value of share capital is within the limits specified for foreign investment under the Foreign Exchange Management Act, 1999, or the rules or regulations made there under, then, notwithstanding the nominal value of share capital of a company being more than one-half of such value at the time of making the contribution, such company shall not be a foreign source.”
This will mean that companies like HDFC Ltd., Axis Bank etc., which are companies registered under the Indian Companies Act, but because of more than 50% Foreign Direct Investors (FDI) were until now treated as ‘foreign source’ under FCRA 2010, will find relief and so will their NGO partners who do not have FCRA registration or prior permission.
5) Corporate Social Responsibility (CSR)
The Finance Minister announced nine focus areas of development of which education, skills and job creation was one of the key focus areas.
It is proposed to set up a Higher Education Financing Agency (HEFA) with an initial capital base of Rs. 1,000 crores. The HEFA will be a not-for-profit organization that will leverage funds from the market andsupplement them with donations and CSR funds, according to the finance minister. “These funds will be used to finance improvement in infrastructure in our top institutions and will be serviced through internal accruals” Mr. Jaitley said.
Companies may feel more incentivized to give to HEFA if there is tax destructibility. Also, it makes CSR reporting easy and the shift from accountability moves from the company to the ‘Government NGO’ (GONGO).
It’s interesting that year after year the Government creates new initiatives and expects CSR funds to flow into these initiatives, be it Swach Bharat Kosh or Clean Ganga, the Prime Minister’s Relief Fund or now HEFA.
Companies often contribute to funds like the Prime Minister’s Relief Fund to be in the good books of the Government, enjoy 100% tax deduction and minimizing accountability and CSR reporting!

CAIT URGE FM INTERVENTION IN JEWELLERS NATION WIDE STRIKE 
NATIONAL STRIKE ENTERED THIRD DAY TODAY 
Expressing concern over national strike of Jewellery Trade since last three days in protest against budget levy of 1% Excise on manufacturing of Gold & Diamond Jewellery, the Confederation of All India Traders ( CAIT ) has sought attention & intervention of Union Finance Minister Mr. Arun Jaitley & also urged him to roll back levy of Excise on Gold & Diamond Jewellery.
CAIT National President Mr. B.C. Bhartia & Secretary General Mr. Praveen Khandelwal said that levy of excise on Gold & Jewellery shall prove to be counter productive & will badly hit the trade on one side & will also cause loss of revenue to the Government.
Both Mr. Bhartia & Mr. Khandelwal agree that augmentation of revenue is all the more necessary but levy of excise is not the only solution & other options can be worked out by talks between Trade & the Government. They urged Mr. Jaitley to initiate proceedings of dialogue to end the stalemate.
As per an estimate during the 3 days strike period there is a business loss of about Rs.3000 crores of rupees which further resulted into a revenue loss of about 100 crore in shape of custom duty and about 24 crores as VAT tax all over the Country. India is importing about 970 M/T Gold per year. It is interesting to note that about 45% import of gold is used for making jewellery. The above facts clearly reflects a position where the Government is losing huge amount of revenue each day, the traders are holding strike.
CAIT while calling attention of the Union Finance Minister said that in the year 1962 Gold Control Act  was issued which resulted into huge increase of gold smuggling in the Country which later the Government realised and in the year 1990, the Gold Control Act was withdrawn. The said withdrawal of Gold Control Act prompted for more gold business in India and the revenue of the government stood increased as well. It amply reflects the fact that when ever the sale of gold is subject to pressure of taxes, the gold smuggling gets a boost.
CAIT further said that the Gold has been considered as the most safe option for saving investments by majority of people in the Country. The levy of excise duty, levy of TCS, levy custom duty and levy of VAT on prices of gold will make it a costly option now and will deviate the consumers from prefereing gold as the prime object of investment which will result into loss of gold business in the Country and lakhs of small artisans and small traders across the Country will be adversaly affected.
CAIT has urged the Union Finance Minister to carve out a mechanism to withdraw the levy of excise on gold. The CAIT has further suggested that to make an indepth study of the pros and cons of the levy of excise a high level Joint Committee comprising of senior officials and trade representatives may be formed which may draw the alternate methods of augmenting of revenue.

FIH promotes Napoleon Singh to International Outdoor Umpire    

New Delhi, 04 March 2016: Hockey India National-level Umpire Nepoleon Singh has been promoted to the International Outdoor Umpire by the International Hockey Federation (FIH) on 3 March 2016. FIH took the decision after seeing his performance in the recently concluded 12th South Asian Games 2016, held at Guwahati from 5 - 16 February 2016.

Nepoleon started his career as an umpire from Manipur in the 3rd Hockey India Junior Women National Championship 2013 held at Ranchi, Jharkhand. From there on he never stepped back and was a regular umpire to officiate in all the major tournaments conducted under the aegis of Hockey India. His first major break through was his appointment as umpire in the 8th Junior Men Asia Cup, held at Kuantan, Malaysia in 2015, based on this performance he was appointed to 12th South Asian Games in 2016.
30 year-old Nepoleon was a National Level hockey player and completed a Diploma in Sports Coaching from the National Institute of Sports, Patiala in 2011. He is presently working as a Coach at the Kokrajhar, Assam. Speaking on the occasion, Nepoleon stated, “It is a proud moment for me to achieve the landmark of International Umpire and I am thankful to FIH & Hockey India for the recognition”.

Nepoleon is among those young umpires from India who have recently been upgraded to international-level outdoor umpire. With Nepoleon added to the elite league of International umpires from India, a total of 14 Indian umpires (10 Men, 4 Women) are now in the category of International-level umpires and would be appointed to officiate FIH tournaments around the world.

Congratulating Nepoleon Singh, Mohd Mushtaque Ahmad, Secretary General, Hockey India said: “This is another achievement of Hockey India as we not only produce the best international players, but also international-level umpires. Nepoleon is very professional about his work and his consistent hard work has paved the way for this reward. Hockey India feels proud of the young umpire achievements and we congratulate Nepoleon for this new feat. Hockey India wishes him good luck for his future.”

Clarifications on levy imposed on jewelry


In this year’s Budget, a nominal excise duty of 1% [without input tax credit] and 12.5% [with input tax credit] has been imposed on articles of jewellery. Even for this nominal 1% excise duty, manufacturers are allowed to take credit of input services, which can be utilised for payment of duty on jewellery.

Some doubts have been expressed by the trade and industry regarding this levy. In that context, salient features of this levy are explained as under:

  • Easy compliance with provision for on line application for registration, payment of excise duty and filing of returns, with zero interface with the departmental officers.
  • The central excise officers have been directed not to visit the premises of Jewellery manufacturers.
  • Articles of silver jewellery [other than those studded with diamonds, ruby, emerald or sapphire] are exempt from this duty.
  • An artisan or goldsmith who only manufactures jewellery on job-work basis is not required to register with the Central Excise, pay duty and file returns, as all these obligations will be on the principal manufacturers [Rule 12AA of the Central Excise Rules, 2002].
  • There is a substantially high Small Scale Industries excise duty exemption limit of Rs. 6 crore in a year [as against normal SSI exemption limit of Rs. 1.5 crore] along with a higher eligibility limit of Rs. 12 crore [as against normal SSI eligibility limit of Rs. 4 crore].
  • Thus, only if the turnover of a jeweler during preceding financial year was more than Rs. 12 crore, he will be liable to pay the excise duty. Jewelers having turnover below Rs. 12 crore during preceding financial year will be eligible for exemption unto Rs. 6 crore during next financial year. Such small jewelers will be eligible for exemptions upto Rs. 50 lakh for the month of March, 2016.
  • For determination of eligibility for the SSI exemption for the month of March, 2016 or financial year 2016-17, a certificate from a Chartered Accountant, based on the books of accounts for 2014-15 and 2015-16 respectively, would suffice.
  • Further, facility of Optional Centralized Registration has also been provided. Thus, there is no need for a jewellery manufacturer to take separate registrations for all his premises.
  • Field formations have been directed to grant hassle free registrations, within two working days of submission of the registration application. Further, there will be no post registration physical verification of the premises [online registration – https://www.aces.gov.in/].
  • Jeweler’s private records or records for State VAT or records for Bureau of Indian Standards (in the case of hallmarked jewellery) will be accepted for all Central Excise purposes. Also, there is no requirement to file a stock declaration to the jurisdictional central excise authorities.
  • Excise duty is to be paid on monthly basis and not on each clearance, with first installment of duty payment for the month of March, 2016 to be paid by 31stMarch for March, 2016.
  • A simplified quarterly return has also been prescribed, for duty paying jewelers [ER-8].
  • Moreover, simplified export procedure is available for exempted units [Part III of chapter 7 of CBEC’s Central Excise Manual].

BERLIN, March 3, 2016 – Boris Becker and Novak Djokovic are celebrating after the world tennis No.1was nominated for the Laureus World Sportsman of the Year Award for the second straight time. In an exclusive, in-depth interview on Laureus.com, Becker, who has coached Djokovic since January 2014, said: “Very few players, if any, had a year like that.”

In the interview, available for media use, Becker gives a unique insight into the sporting and personal life of Djokovic and his amazing year. He also looks forward to the rest of 2016. Among his comments:

·         We’re very happy that Novak is nominated again. He won the Laureus Sportsman of the Year Award last year and he’s had a great year again. Very few players, if any, had a year like that.”

·         Novak was not raised with a golden spoon. He was born in war-torn Serbia and they had toleave their apartment a couple of times, because bombs were over their heads. That defines your character. I call him, in the best possible meaning of the words, a real street fighter.

·         A lot of people have asked ‘OK, how do you want to top last year?’ I say it’s not about last year, it’s about now. It’s match-by-match, tournament-by-tournament. If we have this conversation at the end of November and he’s won a couple of tournaments again, we are happy.

·         Can he overtake Federer’s 17 Grand Slams? At the moment, that’s far-fetched. Once Novak’s career is over – I don’t know how long he wants to play – then you talk about this.”
