Brazil’s Rousseff suspended as Senate

Brazilian Senate voted in favor for an impeachment trial against President Dilma Rousseff, suspending the president from office.
President Rousseff will be suspended until the Senate submits the case to a final trial, which will happen in up to 180 days. Vice President Michel Temer will take over in the period.
The Senate gave the go-ahead for the impeachment trial by 55-22 in the early hours of Thursday.
In the impeachment trial, it will take a two-thirds majority to remove Rousseff from the presidency permanently.
Analysts say this may not be difficult as the opposition managed to get two-thirds in the first voting.

Kerala Election Watch and Association for Democratic Reforms (ADR) have analysed the self-sworn affidavits of 1125 out of the 1203 candidates who are contesting in the Kerala Assembly Electionsto be held on 16th May 2016 (78 Candidates were not analysed due to unclear affidavits available on the website of the ECI & CEO, Kerala).

Criminal Background

·         Candidates with Criminal Cases: Out of the 1125candidates, 311 (28%) candidates have declared criminal cases against themselves.
·         Candidates with Serious Criminal Cases: 138 (12%) candidates have declared serious criminal cases including cases related to murder, attempt to murder, rape, kidnapping, dacoity crimes against womenetc.

Direct Taxes– Agriculture Income: A Black hole

The government has at last released some tax numbers but not fully as it used to publish under All India income Tax statistics till 2000. A total of 2.87 crore individuals filed income tax returns in 2012-13, but 1.62 crore of them did not pay any tax – leaving the number of taxpayers at just about 1.25 crore which was close to one per cent of the country’s total population of about 123 crore at that time. As many as 5,430 individuals paid income tax of over Rs.1 crore. Out of this, the tax range was Rs.1-5 crore for more than 5,000 individuals,
The three individuals in the top-bracket of Rs.100-500 crore paid a total tax of Rs.437 crore. The data further said that the bulk of individuals, who filed returns for the assessment year 2012-13 earned an annual salary between Rs.5.5 lakh and Rs.9.5 lakh. Over 20.23 lakh taxpayers earned Rs.5.5-9.5 lakh. Further 19.18 lakh individuals earned salary of Rs.2.5-3.5 lakh that year. Six individuals fell in the high-end earning bracket of Rs.50-100 crore of salary income. In the salary range of Rs.1-5 crore, there were as many as 17,515 individuals.
The number of effective assesses has increased to 5.17 crore in the fiscal year 2015. But only 1.3 crore individuals actually paid the income tax. While the rest did file income tax returns but they had zero tax liability.
From another angle we can see that actually large percentage are captured by Direct taxes. If we take 25 crore households and roughly half of it belonging to “agriculture” households then out of remaining 12.5 crore households. Out of this if 5 crore are assessed that means a large percentage of “taxable” households are covered.
Direct taxes constitute around 50% of the total taxes—that means indirect taxes are the other half. Direct tax to GDP ratio is of the order of 5.5 % in 2015-16.

Not only that; in Indian context we need to consider Tax rate and bribe rate. If that is also taken into account then we can “guesstimate “direct tax plus bribe ratio to be nearly 9 to a10%. Which is reasonable outgo from earners.
The larger issue is the complete omission of Agriculture income from the tax net. Long before it was considered as “meager” and it was also felt as a political vote gatherer and exempted. But after green revolution and changes in cropping pattern –to cash crops- much has changed in that front.

Believe it or not, income figures shared by the Income-Tax Department in response to an RTI application by a retired Indian Revenue Service official has revealed that agricultural income recorded an exponential increase from 2004 to 2013, touching a total of almost Rs.2,000 lakh crore for individual assessees in 2011.
The agricultural income earned by the 6.57 lakh assessees who filed returns in 2011, at nearly Rs. 2,000 lakh crore, is over 20 times the country’s gross domestic product of over Rs. 84 lakh crore at the time, according to the Income Tax Department data shared under the RTI Act. Notably, agricultural earnings are exempt from Income Tax.
The Income Tax Department has launched an investigation on those reporting farm incomes of more than Rs.1 crore a year. Official data pegs this number at 307 in assessment year 2015-16, up from 180 in assessment year 2007-08. The Department is probing 2,746 such cases — Bengaluru recording the highest of 321 followed by Delhi with 275 and Kolkata with 239 cases — from across the country.

India, China, four others sign pact on tax info sharing


India has signed a multilateral pact for automatic exchange of information on tax issues and developing new tools to tackle the tax evasion. The Organisation for Economic Co-operation and Development (OECD) in a release yesterday said; India, Canada, Iceland, Israel, New Zealand and China signed the Multilateral Competent Authority agreement in efforts to boost transparency by multinational enterprises. The signing ceremony took place in Beijing yesterday.
Other countries which have already signed the pact include Australia, France, Germany, Japan, Liechtenstein, Malaysia, Italy and the UK.
The pact allows all signatories to bilaterally and automatically exchange Country-by-Country Reports with each other. The OECD release added, it will help ensure that the tax administrations obtain a complete understanding of how the multinational enterprises structure their operations, while also ensuring that the confidentiality of such information is safeguarded.

Myanmar migrant workers quit Thai jobs

An estimated 50,000 Myanmar workers in fishing industry in central Thailand have called it quits and returned home while many more are believed to follow suit sooner or later.
The migrant workers including those who had been employed and stayed in Thailand for many years have decided to return home and would not come back for jobs in this country anymore, Kamjorn Mongkoltreeluck, head of a fishery association in Samut Sakorn province, said on Friday.
Samut Sakorn, about 35 kilometers southwest of Bangkok, houses Thailand’s largest fishing, frozen seafood and food processing industry.
Myanmar migrants have been mostly hired as workers in fishing and food processing industry, unskilled laborers in construction sector and home maids.
Kamjorn said a large number of Myanmar migrants have begun to call it quits from fishing boats, many of which had been anchored ashore for lack of operating licenses or monitoring equipment which might otherwise violate the Fisheries Department’s regulations or might be accused by the European Union of doing the Illegal, Unregulated and Unreported (IUU) fishing business.
The department’s regulations also call for the fishing boats to sail out to sea for a maximum of 220 days in a year, given the rest of 145 days on shore.
The EU, which had bought some 500 million U.S. dollars in fishery products from Thailand in a year, called on the Thai authorities to see to it that no migrants or under-aged workers be illegally employed or abused aboard Thai trawlers. Neither will the fishing boats or skippers operate without licenses.
“Given the IUU charges which the Thai fishing industry is facing, a number of trawlers had to stay ashore, pending the installation of required equipment, issuing of operating licenses and others,” he said.
“That has finally prompted many Myanmar crewmembers to leave for their home country and they would not come back for the jobs which they have just quit.”
Samut Sakorn’s fishing industry, either at sea or on shore, will very likely be adversely affected by lack of migrant workers, the fishery association head commented.

Turkey demands ‘new formula’ to solve visa-free deal with Europe

The visa-free travel deal between Turkey and the EU is at an impasse and the European Commission must find a “new formula” to solve it, Reuters quoted Turkey’s EU minister as saying on Friday. EU Minister Volkan Bozkir said he was “not very optimistic” about the outcome of the talks being held in Brussels. The comments come a day after President Recep Tayyip Erdogan accused the EU of setting new hurdles for visa-free travel and threatened that Turkey may go its own way if they failed to agree.

Upper House bid farewell to 53 members


The Rajya Sabha was adjourned sine die today. In his valedictory remarks, Chairman Mohammed Hamid Ansari said the just concluded Session was a short and challenging one.
He said, members showed an extraordinary ability to debate and dissent to accommodate and differ amidst their political compulsions and ideological positions.
Earlier, the House bid farewell to 53 of its members from 14 states who are retiring between June and July this year.
They included 13 from Congress, 11 from BJP, six from BSP, five from JD(U), three each from AIADMK and Samajwadi Party, two each from TDP, DMK, BJD and NCP, one each from Shiv Sena and Shiromani Akali Dal and two Independents.
The prominent retirees included Union Ministers, M Venkaiah Naidu, Nirmala Seetharaman, Piyush Goel and Mukhtar Abbas Naqvi, all BJP.
The notable retirees from the Congress included Mohisina Kidwai, Ambika Soni, Oscar Fernandes and Jairam Ramesh. In his farewell address, Chairman Mohammed Hamid Ansari said, every retiring member has contributed significantly to the functioning of the House. Prime Minister Narendra Modi said, the Rajya Sabha has the privilege to bid farewell to its retiring members unlike the Lok Sabha.
He said, the members had the opportunity to experience two successive governments in the last six years. They were party to all major decisions.
But Mr Modi regretted that the House could not clear the Goods and Services Tax (GST) Bill and the Compensatory Afforestation Fund Bill, 2016. He underlined that the GST Bill would have immensely benefited all the states, especially Uttar Pradesh and Bihar.
The House had 15 sittings during which it deliberated for over 69 hours. It passed or returned 12 government bills. The House had two Short Duration discussions on drought and AgustaWestland Chopper Deal.
Meanwhile, Minister of State for Parliamentary Affairs Mukhtar Abbas Naqvi has said that the productivity of Lok Sabha in the just concluded Budget Session was over 117 per cent. The Rajya Sabha registered around 87 per cent productivity.
Briefing media in New Delhi today, he said the Lok Sabha passed ten Bills and the Rajya Sabha approved 12 legislations. The major Bills passed during the session included the Finance Bill and the Railways Appropriation Bill.
Both the Houses also approved the Insolvency and Bankruptcy Code, the Mines and Minerals Bill and the Anti-Hijacking Bill.
Referring to the 45 Bills still pending in the Rajya Sabha for consideration and passing, Mr Naqvi said special efforts will be made to clear this backlog in consultation with all parties. He expressed hope that the GST Bill will be through in the next session of Parliament.

Raman Singh denies allegations on AgustaWestland chopper deal:


Chhattisgarh Chief Minister Raman Singh has denied the allegations of Swaraj Abhiyan leaders that his Government had illegally purchased an AgustaWestland helicopter. In a press conference at Raipur last night, Mr. Singh said, the allegations levelled by former AAP leader Prashant Bhushan are baseless and politically motivated. Stressing that the deal was done through a global tendering process, Chief Minister said, the charges against a BJP-ruled state was an attempt to dilute the issue.
Earlier yesterday, Swaraj Abhiyan leaders Prashant Bhushan and Yogendra Yadav in Delhi had accused the Raman Singh government of paying 1.57 million dollars commission to a company registered in tax-haven British Virginia Islands to procure the chopper.

Dasho Karma Ura earned his undergraduate degree at Oxford University and his Masters in Philosophy of Economics from the University of Edinburgh. He worked for the Ministry of Planning for 12 years before becoming the Director of the Centre for Bhutan Studies (CBS) from its founding in 1999 until 2008 when he became its President. Under Dasho Karma Ura, the CBS has been at the forefront in promoting and deepening national and global understanding of Bhutan’s homegrown development philosophy of Gross National Happiness.
He was a member of the Drafting Committee of Bhutan’s first Constitution, enacted in July 2008. He was awarded the Red Scarf and the ancient title of Dasho (knighthood) by His Majesty the Fourth King in December 2006, and in 2010, he was bestowed the honour of Druk Khorlo (Wheel of Dragon Kingdom) by His Majesty the King for his contributions to literature and fine arts. He is also a painter. His paintings can be seen in the renowned iconic Dochula Temple near Thimphu built under the generous patronage of HM the Queen Mother Ashi Dorji Wangmo Wangchuck. He has a number of publications to his name, among which are several books, including a novel, “The Hero with a Thousand Eyes”. He holds numerous international positions, including; 2010~ Executive Committee Member of the School of Well-being, Chulalongkorn University, and San Nagarprada Foundation, Thailand; 2010~ Member of the Reflection Group on Global Development Perspectives, Global Policy Forum, Europe, Bonn; and Member of the Chief Economist’s Advisory Panel, South Asia Region, World Bank. In Bhutan, he is a member of several bodies, such as the Board of the Royal Monetary Authority (Central Bank) of Bhutan.

Karma Yezer Raydi is the Chief Executive Officer of Druk Holding and Investments (DHI), a holding company established to hold and manage the existing and future investments of the Royal Government of Bhutan for the long-term benefit of the people of Bhutan. DHI holds and manages 20 subsidiary companies. Currently, he is the Chairman of the Boards of two fully owned subsidiary companies of DHI- Dungsum Cement Corporation Limited and State Mining Corporation Limited. He also serves as member of the Governing Board of Royal Institute of Governance and Strategic Studies (RIGSS).
 Before joining DHI, Karma Yezer served as a member of the National Council, Bhutan’s second House of Parliament for about seven and half years as one of the five eminent members nominated by His Majesty the King. As a member of National Council, he served as Chairman of the House Committee (2008-2009), Chairman of the Foreign Relations Committee (2013-2014), and the Chairman of Natural Resources and Environment Committee (2015). He began his career in 1989 in the civil service and worked in various capacities in the Ministry of Finance and the Ministry of Works and Human Settlement, including as the Director of the Standards and Quality Control Authority. During his tenure in the civil service, he served in several task forces, technical committees, advisory committees, and special projects in reviewing and formulating national policies and strategies. He also represented the country in various regional and international fora.  In recognition of his dedicated service to the nation, His Majesty the King conferred Bura Marp (Red Scarf) to him on 17th December 2012.  Karma Yezer received his Bachelors in Civil Engineering from University of Roorkee (present IIT Roorkee) in India and Masters in Geotechnical Engineering from Nippon Institute of Technology in Japan. In addition, he is also trained in wide range of professional fields such as housing, project supervision, programme for development managers.

Ambassador Shyam Saran is a career diplomat born on September 4, 1946.  Since joining the Indian Foreign Service in 1970, he has served in several capitals of the world including Beijing, Tokyo and Geneva.  He has been India’s Ambassador to Myanmar, Indonesia and Nepal and High Commissioner to Mauritius. In the Ministry of External Affairs, New Delhi, Shyam Saran headed the Economic Division and the Multilateral Economic Division and also headed the East Asia Division which handles relations with China and Japan.
As a Joint Secretary in the Prime Minister’s Office in 1991/92, he advised the Prime Minister on foreign policy, nuclear and defence related issues. After a career spanning 34 years in the Indian Foreign Service, Saran was appointed India’s Foreign Secretary in 2004 and held that position till his retirement from service in September 2006. Subsequent to his retirement, he was appointed Prime Minister’s Special Envoy for Indo-US civil nuclear issues and later as Special Envoy and Chief Negotiator on Climate Change.  He has, since March 2010, returned to being a private citizen. During his last two assignments, Shyam Saran served as Prime Minister’s personal representative or “Sherpa” at the Gleneagles and St. Petersburg G8+G5 summits and was present at the Toyako and L’Aquila Summits as an advisor on Climate Change issues. He also attended the Pittsburg G-20 summit as a member of the Indian delegation.  Shyam Saran was Co-Chair on the Indian side on the India-ASEAN Eminent Persons’ Group in 2010-2012 and served as Chairman of the National Security Advisory Board under the National Security Council from 2013 to 2015. He serves as Chairman, Research and Information System for Developing Countries, which is an autonomous think tank specializing in studies on economic and trade related issues. He is also Senior Fellow with the Centre for Policy Research, a prestigious think tank which covers a wide range of political, social and economic issues, including foreign policy related issues. He speaks and writes regularly on a variety of subjects. He was, until recently, serving as an Independent Director on the Boards of Wipro, ONGC (Videsh) and Indian Oil. He is a member, Board of Trustees of World Wildlife Fund (India). Shyam Saran is currently Chancellor of the Garhwal Central University and Member, Court of Ambedkar University, Delhi . On January 26, 2011, Shyam Saran was awarded the Padma Bhushan by the President of India for his contribution to Civil Service. The Padma Bhushan is the third highest national award in the country. Saran holds a post-Graduate degree in Economics.  He speaks Hindi, English and Chinese and is conversant in French. He is married and has one son and a daughter.

The ‘space shuttle’ made-in-India effort.

For the first time in its history, the Indian Space Research Organisation (‪#‎ISRO‬) is set to undertake the maiden launch of its very own version of a ‘space shuttle’, a fully made-in-India effort.
Very soon and if all goes well possibly before the monsoon sets in, India’s space port at Sriharikota in Andhra Pradesh will witness the launch of the indigenously made Reusable Launch Vehicle – Technology Demonstrator (RLV-TD).
After launch, it will be glided back onto a virtual runway in the Bay of Bengal. This flight will test the capability of the vehicle to survive a re-entry at speeds higher than that of sound, so it is called a hyper sonic experiment (HEX).

CAIT PLAN AGGRESSIVE CAMPAIGN AGAINST PARTIES OPPOSING GST
 ACCUSE CONGRESS OF ADOPTING DOUBLE STANDARDS 
In the wake of extreme delay in implementation of GST and being highly perturbed with ongoing game of political scoring on GST, the Confederation of All India Traders (CAIT) today sent a communication to Congress President Mrs. Sonia Gandhi urging her to support GST so that the much awaited tax reform in the Country should see light of the day. The CAIT has accused Congress of adopting double standards since on jewelers issue it was pro-active but on GST issue it diid not bother to consult the traders so far. The CAIT has decided to launch a nationwide aggressive protest campaign on GST which will include various protests against all such parties who are opposing GST. The CAIT has convened a meeting of its National Governing Council on forthcoming 20-21 June at New Delhi to finalise future course of action on GST.
 ” We can not wait for an indefinite period for roll out of GST and being one of the prime carriers of taxation system we can not be a mute spectator any more and enjoy every right to intervene in the matter and seek early implementation of GST in India. We want GST to be passed in next session of the Parliament at any cost”-said CAIT National President Mr. B.C.Bhartia & Secretary General Mr. Praveen Khandelwal ..Meanwhile the CAIT has decided to meet leaders of all political parties urging them to support GST whereas it will send memorandum to Chief Ministers of all States. The protest campaign will include protest march, burning of effigies of the leaders opposing GST, protest rally. A Bharat Bandh in protest against lethargic attitude of the political parties is also not ruled out by CAIT.
In its communication to Mrs. Sonia Gandhi, the CAIT said that the roadblocks are giving a dismal picture of such an important tax reform in the Country which has become more of a political battle rather than a tax reform. We understand that scoring of political points is an essential ingredient of democratic system but tax reform like GST must be kept much above of any political agenda. We are constrained to note that in matter of GST, the polity has failed to pass litmus test.
Taking a jib at Congress Vice President Shri Rahul Gandhi, the CAIT said that Rahul Gandhi took a suo-motto cognizance of the recent strike by jewelers fraternity on matter of excise and even attended trader’s rally for which we express our gratitude. But we are sorry to note that on issue of GST, which is crucial to traders, the Congress party has not came out with similar spirit in engaging with trade so far to elicit their view point. It would have been better if efficiency shown on jewelers issue could have been applied on GST might have fetched laurels. It speaks how serious the Congress party is about this important issue.
It also said that it is a known fact that the trade & industry is subject to multiple taxation & multiple authorities making the tax administration more complex.  Subsuming of various Central & State level taxes in GST will simplify & rationalise tax structure and will make compliance more easy and will also offload stakeholders from much paperwork. However, the stalling of GST Bill has vitiated our hopes to a great extent.
It is pertinent to mention that we also have our own concerns about proposed GST but stalling of passage of GST Bill in Parliament, is depriving us from the opportunity of being heard since after passing of the Bill in Parliament, the process of separate legislation for Central GST (CGST), Integrated GST (IGST) will be tabled in Parliament and State GST (SGST) will be passed by State legislatures and such time will give an opportunity to the stakeholders to submit their concerns-said CAIT. It has sought audience with Mrs. Sonia Gandhi on this complex issue.

Venezuela president Maduro extend emergency

Maduro extended the state of emergency, two US intelligence officials, briefing a small group of reporters in Washington, said the Venezuelan president will not survive office to run for re-election, as a “plausible” scenario would see Maduro fall from grace at the hands of his own politicians.
“You can hear the ice cracking. You know there’s a crisis coming,” one official said. “Our pressure on this isn’t going to resolve this issue.”
“This is really not the case that the US is rooting for any outcome other than there not be an economic meltdown or social violence,” another official said. “There are reasons for concern that over the summer as Venezuela gives importance to payments on debt over imports that these events could spiral.”
There are  reports of widespread looting, the deteriorating economic situation has led to a number of protests in the country. On Wednesday, Venezuelan security forces used tear gas and pepper spray against an opposition march. The protesters were trying to reach the headquarters of the electoral board after submitting a petition signed by almost two million people calling for a referendum to oust Maduro.
Large-scale demonstrations are planned for Saturday in Caracas by opponents of the government and by socialists amid fears they could lead to violence.
Venezuela, President Nicolas Maduro, on a possible coup  has extended a state of emergency in the country for another 60 days, citing an “onslaught of the oligarchy” in collusion with the US.
“Washington is activating measures at the request of Venezuela’s fascist right, who are emboldened by the coup in Brazil,”Maduro said during a Friday night broadcast on state television.
Maduro said he fears possible intervention by foreign armies and explained that the new emergency decree includes the ability to face these external threats.
An economic state of emergency has been in force in the oil-rich country since January, including rationing of food and other goods. The country is facing economic ruin largely because of the crash in oil prices. To reverse the downturn, Maduro said he had issued some 21 decrees within the framework of the Constitution, since the measures were introduced“to protect the people and socio-economic stability of the country.”
Addressing the nation, the president warned that the “virus of the coup” could return to Latin America, after Brazilian President Dilma Rousseff was suspended from office earlier this week during impeachment proceedings.
“We have already seen the image …[of] the oligarchy signing and removing power to the people,” the Venezuelan president said, claiming the Brazilian parliament ousted Rousseff in “a totally unfair play,” dubbing the now former president “a woman of great honesty, great courage, who knew how to confront dictatorship and torture.”
He noted that since the United States remains in “a complicit silence”regarding the impeachment in Brazil, Washington’s “ultimate goal” is to stop the BRICS group (Brazil, Russia, India, China and South Africa) from threatening US global dominance.

2 killed in helicopter crash in Leningrad region

A private Eurocopter AF-350, tail number RA-259, crashed into Lake Sukhodolskoye in the Priozersk district of Russia’s Leningrad region on Saturday morning, some 20 meters from the shore. EMERCOM divers have recovered the bodies of the pilot and passenger, according to reports by a representative of the regional emergency department.

Both crash victims are male and an investigation has been launched to determine the cause of the crash, according to the Transport Investigative Committee.

Polling in Puducherry, Tamil Nadu, Kerala

Polling is underway for assembly elections in Tamil Nadu, Kerala and Puducherry amid tight security. Voting began at 7 am and will conclude at 6 pm. Prime Minister Narendra Modi has urged all the voters in states going to polls today to vote in record numbers. In a tweet, Mr Modi asked them to be a part of the festival of democracy.
In Tamil Nadu, moderate to brisk polling was reported as 18 per cent of electorate cast their ballots during the first two hours. Voting is being held today for 232 seats of the 234-member Assembly as polling in Aravakurichi and Thanjavur Assembly seats has been deferred. The Election Commission deferred polling in the two constituencies on the basis of Observer’s reports which suggest that money was offered by candidates to lure voters. The two assembly segments would go to polls on May 23. The voting is on in 65,486 booths as against the planned 66,007 booths due to deferment of polls in two seats. The number of candidates has also come down from 3776 to 3728.
In Kerala, nearly 20 per cent electorate exercised their franchise in the first three hours of polling. Polling for 140 assembly seats in the state is by and large peaceful. Alappuzha and Kottayam in Central Kerala and Wayanad and Kannur in North Kerala have recorded brisk polling, as of now. The lowest polling is in the capital Thiruvananthapuram. Heavy polling has been recorded in coastal belt and countrysides when four hours of polling passed.
In Thiruvananthapuram, sky is cloudy. Drizzles in some parts and other parts slightly affected polling in the initial hours. Elaborate security arrangements have been made on 21,646 polling booths to ensure free and fair poll. A total of 1,203 candidates including 109 women are in the fray. The State will have a triangular electoral battle, for the first time. The BJP has fielded the maximum number of 98 candidates followed by the Congress 87 and the CPI(M) 85.
Puducherry has recorded 30 percent voting till 11.30. People were coming out in large numbers to cast their votes since 7 am. In response to the Met Department prediction of showers in Puducherry, the Election Commission has raised pavilions in front of polling stations to provide protection from elements for voters. 14% polling is reported till now 9.30 am. Karaikal too is experiencing thunder showers hence polling has slowed down in the enclave. 344 candidates are contesting for the 30- member Assembly. Voting is underway at 930 polling stations spread over four regions of the Union Territory. Over 9 lakh voters will exercise their franchise today. Congress is fighting the elections in alliance with DMK while left parties have joined hands with VCK, DMDK and MDMK under the umbrella of People’s Welfare Front.
Counting of votes for Tamil Nadu, Puducherry, Kerala, West Bengal and Assam Assembly elections will be held on the 19th of this month. The counting of votes in Aravakurichi and Thanjavur Assembly seats of Tamil Nadu will take place on May 25.

Message of UN Secretary-General Ban Ki-moon

The international community is now mobilized around the 2030 Agenda for Sustainable Development, which recognizes the great potential of information and communication technology (ICT) to accelerate human progress, bridge the digital divide and advance knowledge. The 17 Sustainable Development Goals specifically call for employing ICTs to realize the overall vision of a life of dignity for all people.
These technologies provide smart solutions to address climate change, hunger, poverty and other global challenges. They are key instruments for providing mobile health care and access to education, empowering women, improving efficiencies in industrial and agricultural production, and safeguarding the environment.
Start-ups and technology hubs in the ICT sector are the drivers of innovative and practical solutions that can contribute to inclusive growth. Small to medium-sized enterprises make up more than 90 per cent of all businesses worldwide, and represent a path out of poverty for many developing countries.
Young people are especially fluent in the use of ICTs. Leaders should invest in young innovators, who are part of the largest generation of youth in history. As entrepreneurs, they can pioneer transformative technology, create jobs and benefit whole economies.
I call upon governments, businesses and civil society leaders to develop new technologies that have a lasting social impact. ICTs can create more inclusive societies for persons with disabilities. They can help children to learn and the elderly to stay active. And ICTs can connect people around the world in common cause.
On this World Telecommunication and Information Society Day, let us resolve to harness the power of technology to create a better future for all.

At this time of mass population movements, violent conflicts, atrocious human rights abuses and hateful rhetoric aimed at dividing communities, the sacred commemoration of the Day of Vesak offers an invaluable opportunity to reflect on how the teachings of Buddhism can help the international community tackle pressing challenges.
The fundamental equality of all people, the imperative to seek justice, and the interdependence of life and the environment are more than abstract concepts for scholars to debate; they are living guidelines for Buddhists and others navigating the path to a better future.
One Sutra tells the story of Srimala, a woman who pledged to help all those suffering from injustice, illness, poverty or disaster. This spirit of solidarity can animate our global efforts to realize the 2030 Agenda for Sustainable Development, carry out the Paris Agreement on climate change, and promote human rights while advancing human dignity worldwide.
The actions of Srimala also illustrate the primary role that women can play in advocating for peace, justice and human rights. Gender equality and the empowerment of women remain urgent priorities that will drive progress across the international agenda.
In just a few weeks, the United Nations will convene the first-ever World Humanitarian Summit, where leaders will join activists and other partners to address the needs of millions of vulnerable people in crisis.  Buddhists and individuals of all faiths who are concerned about the future of humanity can help advance the Summit’s aims to uphold humanitarian law, protect civilians in conflict, and improve the global response to emergencies.
On this Day of Vesak, let us pledge to reach out to bridge differences, foster a sense of belonging, and show compassion on a global scale for the sake of our common future.

Message of UN Secretary-General Ban Ki-moon

The international community is now mobilized around the 2030 Agenda for Sustainable Development, which recognizes the great potential of information and communication technology (ICT) to accelerate human progress, bridge the digital divide and advance knowledge. The 17 Sustainable Development Goals specifically call for employing ICTs to realize the overall vision of a life of dignity for all people.
These technologies provide smart solutions to address climate change, hunger, poverty and other global challenges. They are key instruments for providing mobile health care and access to education, empowering women, improving efficiencies in industrial and agricultural production, and safeguarding the environment.
Start-ups and technology hubs in the ICT sector are the drivers of innovative and practical solutions that can contribute to inclusive growth. Small to medium-sized enterprises make up more than 90 per cent of all businesses worldwide, and represent a path out of poverty for many developing countries.
Young people are especially fluent in the use of ICTs. Leaders should invest in young innovators, who are part of the largest generation of youth in history. As entrepreneurs, they can pioneer transformative technology, create jobs and benefit whole economies.
I call upon governments, businesses and civil society leaders to develop new technologies that have a lasting social impact. ICTs can create more inclusive societies for persons with disabilities. They can help children to learn and the elderly to stay active. And ICTs can connect people around the world in common cause.
On this World Telecommunication and Information Society Day, let us resolve to harness the power of technology to create a better future for all.

At this time of mass population movements, violent conflicts, atrocious human rights abuses and hateful rhetoric aimed at dividing communities, the sacred commemoration of the Day of Vesak offers an invaluable opportunity to reflect on how the teachings of Buddhism can help the international community tackle pressing challenges.
The fundamental equality of all people, the imperative to seek justice, and the interdependence of life and the environment are more than abstract concepts for scholars to debate; they are living guidelines for Buddhists and others navigating the path to a better future.
One Sutra tells the story of Srimala, a woman who pledged to help all those suffering from injustice, illness, poverty or disaster. This spirit of solidarity can animate our global efforts to realize the 2030 Agenda for Sustainable Development, carry out the Paris Agreement on climate change, and promote human rights while advancing human dignity worldwide.
The actions of Srimala also illustrate the primary role that women can play in advocating for peace, justice and human rights. Gender equality and the empowerment of women remain urgent priorities that will drive progress across the international agenda.
In just a few weeks, the United Nations will convene the first-ever World Humanitarian Summit, where leaders will join activists and other partners to address the needs of millions of vulnerable people in crisis.  Buddhists and individuals of all faiths who are concerned about the future of humanity can help advance the Summit’s aims to uphold humanitarian law, protect civilians in conflict, and improve the global response to emergencies.
On this Day of Vesak, let us pledge to reach out to bridge differences, foster a sense of belonging, and show compassion on a global scale for the sake of our common future.

This kind of disclosure is an opportunity for voters to do their research on whether candidates are paying their fair share (and get a little preview of how a candidate deals with economic management). Among other things, tax returns show us how someone spends their money, whether they’re charitable, and who they choose to associate with in business deals.
Donald Trump has refused over and over again to release his returns. (Never mind that he called for Mitt Romney to do so in 2012!)

President Elect Tsai to be sworn on Friday

Democratic Progressive Party Chairwoman Tsai Ing-wen declared victor in the 2016 ROC presidential election, making her the first woman to hold the nation’s highest office in its 104-year history. Kuomintang candidate Eric Chu defeat,  of 3.8 million votes, or around thirty percent of the total vote. It was a significant decrease compared to President Ma Ying-jeou’s re-election campaign in 2012 where he received around 6.89 million votes to beat Tsai.
Tsai to be sworn in as the 14th president of the ROC during a ceremony May 20 in Taipei.
Garnering 6.89 million votes, or 56.12 percent, Tsai defeated Eric Chu of the ruling Kuomintang by 3.08 million votes. James Soong, representing the People First Party, collected 1.58 million votes.
Central Election Commission, the turnout rate was 66.27 percent, the lowest since the commencement of direct ROC presidential elections in 1996.
During a post-election international news conference, the 59-year-old Tsai vowed to strengthen the unity of the country and build a consistent, predictable and sustainable cross-strait relationship.“We will work toward maintaining the status quo for peace and stability across the Taiwan Strait in order to bring the greatest benefits and well-being to the Taiwanese people,” she said.

China and Taiwan military drills

China’s Defense Ministry said recent military drills on its southeastern coast were annual exercises, after Chinese media had suggested they could have been timed ahead of Taiwan’s inauguration of a new president from a pro-independence party, according to media.China and  Taiwan underwent a rapprochement under the outgoing government which was run by China-friendly Nationalists. Two nation ties  not a policy but dynamically change  have strained with the independence-leaning Democratic Progressive Party (DPP) and Tsai Ing-wen, who is set to be sworn in as president on Friday.
Chinese state media reports that the People’s Liberation Army (PLA) has carried out at least three landing exercises on the country’s southeast coast since the beginning of May.The largest drill was conducted in recent days by a regiment under the PLA’s 31st Group Army, which is based in coastal Fujian province, across the strait from Taiwan.
China’s Defense Ministry said the drills were intended to increase responsiveness to “security threats.”
“These drills are routine arrangements conducted according to annual training plans,” the ministry said in a short statement on its website. “They do not target any specific objective. Relevant individuals should not over-interpret [them].”
The ministry made a similar statement after state-media broadcast footage of live-fire military and landing drills just days after the landslide Taiwan election win in January by Tsai and the DPP.
Taiwan’s defense ministry said the recent footage in Chinese-state media of the drills involved annual PLA exercises and that it had “a grasp” of the situation, but declined to further comment.

It is neither fair nor perhaps useful to evaluate a government at the end of two years of a five-year term. The ruling leadership could well have consciously initiated a spate of schemes and programs for two reasons. First, to galvanize a somnolent administration and shake it out of its lethargy and inertia. Second, the plethora of schemes started in the first two years, would be expected to start yielding positive outcomes in the third and fourth years. Mr Modi, with his indefatigable energy and punishing 20×7 work schedule, has probably set his sights on the economy entering a period of robust recovery by 2018, thereby setting the stage for winning a second term at the hustings in 2019.
Consequently, these have been two very busy years for the Modi government. Some may even say ‘too busy.’ Even if 50% of all schemes achieve 50% of their stated targets, it would, I dare say, represent unprecedented progress over a five year term. For example, if all subsidies could be transferred through the JAM trinity, as alreadydone for kerosene and LPG, it would represent an enormous achievement both in fiscal savings and eliminating leakages. Therefore, there could be a method in this perceived madness of announcing a new scheme virtually each month in the first 18 months of Modi’s prime ministership.
However, the biggest surprise of these last two years has been the inability of the government in adequately communicating its purpose and progress of work to the public. To argue that this is a result of a media conspiracy is of course to loose the plot all together.
But now a mid-term correctionis needed in three critical respects. First, it is time to consolidate and focus on ensuring that all these schemes start yielding results sooner rather than later. NamamiGangewill become a source of derision for the government if the tanneries in Kanpur continue to pour their muck in to the Ganges and right next to Delhi the Sambhawali sugar factory’s molasses continue to pollute the river. Rhetoric needs replacing with results.
Second, the incremental approach adopted by Modi, is admittedly designed to improve governance and extract maximal benefits from existing schemes in a non-intrusive manner.However, incremental changes have not sufficed to excite the investors or create a buzz in the country about a likely economic take-off. The widespread perception is that of business as usual with uncertain outcomes. This needs to be urgently changed. The incremental approach has to be supplemented with bold structural reforms in some critical sectors like agriculture, exports, education, health and transport because here business as usual will simply be thoroughly inadequate. In its second phase, Modi government needs to change its image from one driven by a status quo loving bureaucracy to one that is driven be a bold vision articulated by Modi, supported by bold structural reforms. This alone will make sustained double digit growth a reality.
Third and perhaps most importantly, the Prime Minister must adoptemployment maximization employment as his predominant if not exclusive policy focus. Economic growth with scant additions in jobs will pose the danger of our demographic dividend getting converted to demographic nightmare. India needs to generate one million new jobs every month to simply absorb the entrants to the job market. This is an awesome task.The going so far has not been good and time is not on our side. Prime Minister Modi must set this objective of generating additional jobsas the litmus test of performance of his ministers and senior bureaucracy. The sooner every minister and secretary is asked to present his plans and achievements in terms of creating additional employment the better.

The event was also chaired by the government dignitaries and doctors like Mr. T.L. Renowned cardiovascular and cardiothoracic surgeon Dr. Naresh Trehan said that, “deaths due to dengue are preventable but for that to happen, citizens need to be aware and take charge of mosquito breeding inside their homes and vicinity.” Dr. Trehan further added that, “they will launch a Hotline Number shortly with the help of the government on which people can call and complaint of issues related to breeding due to water logging so that corrective measures can be taken to keep diseases at bay.”

Dr. Sushila Kataria, Division of Internal Medicine, Medanta took the initiateve of fight against the common danger and says that, “Today 240 students from 12 schools in Gurgaon participated in essay writing, poster making and debates held in Medanta. These activities were organised as part of the launch of Medanta’s “Stop Dengue” campaign which aims to reduce the mortality and infection rates of dengue fever. This campaign is an initiative planned through people public private (PPP) model. We hope someday we will be able to control and reduce the incidence of dengue and make a difference.”

Former Polish PM and ruling party chair Jaroslaw Kaczynski slammed Bill Clinton for sharp remarks he made on the state of democracy in Poland, in which he claimed democracy had become “too much trouble” for it and Hungary.
Former Polish Prime Minister Kaczynski, is the party’s head, took the criticism of the former US president directly to heart, advising Bill Clinton to have his state of mind checked by a doctor.“If anyone says there is no democracy in Poland, it means that he is in a state that you need to examine by medical means,”Kaczynski told a briefing on Tuesday, as cited by TASS.
Addressing a crowd gathered at an event for Democratic front-runner Hillary Clinton in Paterson, New Jersey on Friday, former US President Clinton alleged that the two ex-Eastern bloc countries would not have taken a democratic path themselves, claiming that if it had not been“for the United States and the victory in the Cold War,” the two would not have become “free.” 
Clinton went as far as to suggest that Poland and Hungary “have now decided this democracy is too much trouble” and developed a penchant for authoritarianism just because the US’ influence on those countries’ domestic policies has since waned. He also claimed the two“want Putin-like dictatorships.”
Poland’s political establishment has recently been going through a turbulent time, with over 50,000 protesters taking to the streets of the capital of Warsaw in March to defend the Constitutional Court from a government crusade to reform it.
The Constitutional Court crisis began in autumn of 2015 after the Law and Justice Party (PiS) won the elections and re-appointed several of the court’s judges that had been chosen by its rival party. PiS then passed a law raising the number of judges needed for the court to decide on the most complex cases from 9 to 13 – a move seen to impede the work of 15-member court. The court then ruled that those amendments were unconstitutional, but the new government refused to publish their verdict.Media agencies

Pakistan Leaders on Panama Papers scandal

Pakistan Opposition and government lawmakers delivered fiery speeches and took jibes at each other on the floor of the National Assembly on Wednesday as the House began its debate on the Panama Papers scandal.
Opposition lawmakers returned to the House today, ending their boycott following Prime Minister Nawaz Sharif’s speech in the National Assembly earlier this week.
At the start of the session today, NA Speaker Sardar Ayaz Sadiq informed the House that it was decided in a meeting of parliamentary parties to suspend the Question Hour as the members wanted to discuss the Panama Papers scandal.
Leader of the Opposition Khursheed Shah criticized the prime minister, saying questions being raised against Nawaz Sharif were because of his own family’s mistakes.
“Prime Minister Nawaz Sharif should have asked his children to come forward and explain,” said Shah, who was the first to speak on the floor of the House today.
“If you are not going to declare your assets according to the constitution then there will be an issue. Where did the money come from to buy flats? These questions still remain unanswered.”
The senior Pakistan People’s Party (PPP) leader said that, according to records, Sharif paid only Rs2,700 in 1993, Rs4,000 in 1994, and none in taxes in 1995. “Even Quaid-e-Azam paid Rs4,400 in taxes in 1948.”
He said that it was crucial to ascertain the money trail to the offshore companies of the prime minister’s children and to clarify if the money was ill-gotten or sent through legal means.

Foreign Tourist Arrivals in April grow at 10.7% (y-o-y) 
 Ministry of Tourism compiles monthly estimates of Foreign Tourist Arrivals (FTAs) on the basis of Nationality-wise, Port-wise data received from Bureau of Immigration (BOI) and Foreign Exchange Earnings (FEEs) from tourism on the basis of data available from Reserve Bank of India. Following are the important highlights regarding FTAs and FEEs from tourism during the month of April, 2016:
Foreign Tourist Arrivals (FTAs)
§         There is 10.7% growth in Foreign Tourist Arrivals (FTAs) in April 2016 over the same period in 2015.Bangladesh accounts for highest share of tourist arrivals followed by USA and UK in April 2016.           Rs. 11, 637 crores Foreign Exchange earned through tourism in April 2016.

§         FTAs during the Month of April, 2016 were 5.99 lakh as compared to FTAs of 5.42 lakh during the month of April, 2015 and 5.35 lakh in April, 2014. There has been a growth of 10.7% in April, 2016 over April, 2015.

·          FTAs during the period January- April, 2016 were 31.08 lakh with a growth of 10.1% as compared to the FTAs of 28.23 lakh with a growth of 3.0% in January- April, 2015 over January- April, 2014.

·          The Percentage share of Foreign Tourist Arrivals (FTAs) in India during April, 2016 among the top 15 source countries was highest from Bangladesh (18.09%) followed by USA (12.24%), UK (9.58%), Sri Lanka (3.71%), Malaysia (3.23%), China (3.14%), Australia (3.05%), Germany (3.02%), France (2.86%), Canada (2.83%), Russian Federation (2.81%),  Japan (2.50%), Nepal (2.07%), Singapore (1.85%) and Thailand (1.61%).

·          The Percentage share of  Foreign Tourist Arrivals (FTAs) in India during April 2016 among the top 15 ports was highest at Delhi Airport (29.12%) followed by Mumbai Airport (16.85%), Haridaspur Land check post (9.77%),Chennai Airport (7.82%),  Bengaluru Airport (6.66%), Kolkata Airport (4.16%), Cochin Airport (3.51%), Hyderabad Airport (3.07%), Goa Airport (2.84%), Gede Rail (2.31%), Trivendrum Airport (1.54%), Ahmadabad Airport (1.44%), Tiruchirapalli Airport (1.31%) Attari-Wagah (1.13%), and Ghojadanga land check post (0.96%).

§         Foreign Exchange Earnings (FEEs) from Tourism in India in Rs. terms and in US$ terms

·          FEEs during the month of April, 2016 were Rs. 11,637 crore as compared to Rs. 10,091 crore in April, 2015 and Rs. 9,179 crore in April, 2014.

·          The growth rate in FEEs in rupee terms during April, 2016 over April, 2015 was 15.3% as compared to the growth of 9.9% in April, 2015 over April, 2014.

·          FEEs from tourism in rupee terms during January- April, 2016 were Rs. 52,048 crore with a growth of 15.7% as compared to the FEE of Rs. 44,966 crore with a growth of 5.0% during January- April, 2015 over January- April, 2014.

·          FEEs in US$ terms during the month of April, 2016 were US$ 1.747 billion as compared to FEEs of US$ 1.609 billion during the month of April, 2015 and US$ 1.520 billion in April, 2014.

·          The growth rate in FEEs in US$ terms in April, 2016 over April, 2015 was 8.6% compared to the growth of 5.9% in April, 2015 over April, 2014.

·          FEE from tourism in US$ terms during January- April, 2016 were US$ 7.733 billion with a growth of 7.2% as compared to the US$ 7.214 billion with a growth 3.6% during January- April, 2015 over January- April,  2014.

A 5.0-magnitude earthquake hit a county in Yunnan Province, southwest China, in the early hours of Wednesday. No casualties were reported after the quake struck Yunlong County, Bai Autonomous Prefecture of Dali, at 12:48am, Philippines News Agency said. The quake caused cracks to appear in building walls, according to the provincial civil affairs department. The authorities, who estimate that the quake could have damaged about 2,000 houses, have allocated 200 tents, 2,000 quilts and 2,000 sets of clothes to the affected areas.

Stepson of Malaysia’s Najib Razak buys $34-mln London house

The stepson of Malaysian Prime Minister Najib Razak bought a £23.25 million ($33.6 million) house in central London in 2012 with money originating from the troubled Malaysian state investment fund 1Malaysia Development Bhd.
The redbrick four-story house, built around 1900, is part of a row set back from the road and protected by security gates, a short walk from Malaysia’s diplomatic mission in London’s exclusive Belgravia neighborhood. The registered owner of the house is Qentas Holdings Ltd., a company based in the British Virgin Islands. Najib’s stepson is the beneficial owner, the people familiar said.
Investigators believe that money from the Malaysian fund known as 1MDB was used to buy the house in July 2012.
A spokesman said last week that Aziz’s film company, Red Granite Pictures, “is responding to all inquiries and cooperating fully.”
“There has never been anything inappropriate about any of Red Granite Pictures or Riza Aziz’s business activities,” the spokesman said. “What they have done and will continue to do is develop and produce successful and acclaimed movies that have generated more than $825 million in world-wide box-office revenues.”
Money used to buy the properties in London and the U.S. was part of at least $238 million that was transferred to an offshore company owned by Aziz called Red Granite Capital from another offshore company set up to resemble an Abu Dhabi company 1MDB did business with, investigators believe, according to people familiar with the matter.
The offshore company, Aabar Investments PJS Ltd., received more than $3.5 billion from 1MDB over several years. It has a similar name to Aabar Investments PJS in Abu Dhabi, which is owned by one of the Emirate’s sovereign-wealth funds called International Petroleum Investment Co. IPIC has said in a filing to the London Stock Exchange that the Aabar in the British Virgin Islands that transferred money to Red Granite Capital isn’t part of its corporate structure.
A $133 million tranche of the money was received by Red Granite Capital in June 2012, according to documents reviewed by the Journal. The London property was acquired a month later without a mortgage, according to the U.K. Land Registry.
Aziz has denied wrongdoing, as has Najib.

Mitsubishi Motors says an in-house investigation has discovered mileage data manipulations on 5 additional models of vehicles. The company had previously admitted falsification of data on four models.
Officials of the automaker said on Wednesday that fuel economy data have been falsified for Pajero, Outlander, and other makes.
They said the company did not conduct road tests required by regulations, but used data from other vehicles or took data from past tests.
The officials said they found that the differences in mileage based on actual correct data and manipulated data fell within a 3 percent range.
Suzuki Motor also said on Wednesday that it failed to carry out government-set tests on 16 models that are presently on sale.
But the firm said the differences were within the margin of error, and that it will continue producing and selling the vehicles without revising their fuel efficiency ratings.
The transport ministry has instructed Suzuki to report the results of a detailed investigation by the end of May.Reports NHK.
A fuel-economy testing scandal broadened in Japan on Wednesday, with Mitsubishi Motors Corp. saying its president would resign to take responsibility for overstating mileage in some cars and Suzuki Motor Corp. admitting to improperly testing its vehicles.
The moves by two of Japan’s second-tier car makers, both grappling with fierce competition and limited research-and-development budgets, came after Mitsubishi admitted to manipulating fuel-economy-related data and using an illegal testing method for multiple models in Japan.
Mitsubishi and Suzuki are among several global auto makers under scrutiny after Volkswagen AG late last year said it used illegal software on some of its diesel-powered vehicles to cheat on U.S. emissions tests.
Mitsubishi President Tetsuro Aikawa will step down in June at the company’s annual shareholders’ meeting. “I must step down so that a fundamental reform can take place in the vehicle development department,” said Aikawa, who formerly led that division.
Mitsubishi has struggled to combat repeated instances of hiding quality and other problems that hurt its reputation despite effortsover the last 16 years, executives said. Behind the problems were pressure from management to speed up development cycles and improve fuel economy, it said in a statement.
Nissan Motor Co. last week agreed to take a 34% controlling stake in Mitsubishi for more than $2 billion, subject to regulatory approval. It said it would help Japan’s sixth biggest auto maker by global sales volume rebuild its damaged brand image and is set to send in an executive to head Mitsubishi’s vehicle development.
Mitsubishi’s sales are declining and its costs are ballooning after it first admitted in April to falsifying data related to fuel economy to make mileage look better on four models, so-called minicars sold only in Japan. Two of these minicars, with 0.66 liter engines, were manufactured by Mitsubishi and sold under Nissan’s brand name.
Mitsubishi said Wednesday that data manipulation also took place beyond minicars, in some versions of its Pajero and RVR sport-utility vehicles in Japan. Executives said they believe there was no intention to overstate fuel economy in these cars, but that details are under investigation by a third-party panel.
None of its vehicles sold overseas are affected by the mileage problem, Mitsubishi has said.
Auto makers selling vehicles in Japan had faced a Wednesday deadline to report to the nation’s regulators whether they had violated mileage-related rules. Suzuki was the only one that admitted to a problem, Japan’s transport ministry said.
Suzuki, Japan’s fourth-biggest auto maker, said it used an improper method to test mileage data since around 2010 on 16 models it currently sells in Japan.
In measuring vehicles’ air and tire resistance, data that is used to calculate fuel economy, Suzuki said it had used a testing method that wasn’t approved by Japanese regulators on around 2.1 million vehicles sold domestically.
“We apologize for not having used the designated measuring method,” Suzuki Chief Executive Osamu Suzuki said at a news conference, bowing deeply.
Suzuki shares closed down 9.4% in Tokyo after earlier falling by as much as 15%. Mitsubishi Motors stock rose 4% to ¥556 ($5.07); it is down 51% in the last year.
Suzuki said it believes it wasn’t necessary to revise mileage data for these cars. Tests of their fuel-economy performance using the proper method resulted in no significant differences, it said.
Suzuki executives said the testing method it had used violated Japan’s law in two ways. First, instead of testing vehicles’ resistance outdoors, Suzuki measured them indoors. Second, it gauged resistance for components, such as tires and transmission, individually and then added them up rather than measuring them all at once.
Some of the vehicles that Suzuki said were tested improperly also were minicars. The rising popularity of minicars in recent years has prompted companies like Mitsubishi and Nissan, smaller players in the segment, to develop new models, triggering fierce competition.
The segment accounted for some 40% of the Japan’s overall auto sales of around five million vehicles in 2015, up from a third a decade ago.
Fuel economy has been among the key factors in marketing minicars. Mitsubishi said it had set tough targets for the four minicars in which it intentionally manipulated data to make mileage look better, but left much of the job to meet those targets to an engineering subsidiary. Mitsubishi managers were lax in checking the subsidiary’s progress, executives said.
A panel consisting of external members is still probing the problem. It is set to compile a report around July, Mitsubishi has said.

The Supreme Court Judgment on NEET (National Eligibility and Entrance Test) was welcomed by the medical community. There are some reservations on this issue by some person. It is a known fact that the NEET has been declared to be happened this year for Under Graduate and dates has already been announced but the Government is going to bring an ordinance to stop NEET.

DMA OPPOSES THE ORDINANCE ON THE ISSUE OF NEET  


Delhi Medical Association  condemns the move of the  central government to  bring the ordinance on the issue of NEET (National Eligibility and Entrance Test).
Dr. Rakesh K. Gupta, President, DMA said that the National Eligibility cum Entrance Test or NEET-UG is a entrance examination in India, for students who wish to study any graduate medical course or postgraduate course in government or privatemedical colleges in India. NEET-UG (Undergraduate), will be conducted by theCentral Board of Secondary Education (CBSE). NEET-UG replaced the All India Pre Medical Test (AIPMT) and all individual MBBS exams conducted by states or colleges themselves. However, many colleges and institutes have taken a stay order and conducted private examinations for admission to their MBBS and BDS courses.
On 11th April 2016 the Constitution bench of the Supreme Court recalls 2013 judgment passed by it striking down a common entrance examination for all medical colleges in India.
The apex court order revives government’s December 21, 2010 notification for holding a single common entrance test through NEET with a clarification that any challenge on the issue would directly come before it and no high court can interfere in it.
April 28, 2016: The Supreme Court clears decks for holding of NEET in two phases for the academic year 2016-17 with May 1 AIPMT exam to be considered NEET-1 and NEET-2 for those candidates who have not appeared in the first phase exam.
The decision was welcomed by the students as they were free from the monopoly of private medical colleges and heavy capitation fee taken by these private colleges.
DMA is deeply concern about the fate of lacs of Medical students and opposes any move which dimensions the transparency in conducting the medical entrance test.
The Government on Friday approved promulgation of an ordinance to keep state boards out of the ambit of the uniform medical entrance examination, the National Eligibility cum Entrance Test (NEET), for one academic year. There is always doubt that in State Medical Councils for conducting examination in fair manner as it had happened in Madhya Pradesh.
The executive order is aimed at “partially” overturning a Supreme Court verdict which said all government colleges, deemed universities and private medical colleges would be covered under NEET.
Therefore the decision of Supreme court that students need to take only one common entrance test, the NEET, for entry to medical colleges, following a large number of complaints about corruption in a situation where all state governments and private medical colleges held their own exams.  The decision was in favour of students  and it shall being the transparency in the conduction of examination.
NEET would avoid multiple entrance tests and minimize corruption and irregularities in admissions to medical courses. Medical profession is united on this issue and supporting the NEET and that too this year said Dr. Ashwani Goyal, Hony. State Secretary, DMA during the  press conference called by Delhi Medical Association today at DMA House.
Dr. Rakesh K. Gupta, President was of the opinion that the duty of government has been done by judiciary. Ensuring quality in education specially medical education should be utmost duty of every one.
He further said that DMA writes to President of India saying many students and medical fraternity have welcomed NEET as it discourages irregular admission also not to sign the ordinance.

spite of 2X500 KVA and 2X750 KVA standby gensets. We in my block were
also experiencing Several Unscheduled Power Cuts plus Brief Tap
Changing interruptions.
One of the Circuit Breaker was tripling due to Overloading. BRPL
average electricity billed is less than 10.5 BU approx – therefore at
Distribution Transformer level average load is just 1300 MW only but
has Connected Load of 10,000 MW approximately [9000 MW March2015] and
peak load yesterday was 2570 MW.
I was found after 4 days that another Lane was experiencing TRIPPINGS
for hours until some staff would Switch on The Breaker – On Fourth day
BRPL decided to Take Out The Breaker and Directly Connect the LT
section serving about 50 Consumers with over 1200 MW of Connected
Load. Unskilled Staff had no Special Tools and Just Taking out Damaged
Breaker 2 Hours when new CB could have been replaced in 15 minutes
max.

India and Iran today signed 12 MoU

 India and Iran today signed 12 Memoranda of Understanding and agreements in various areas including building and operating the Chabahar port by India. It followed the delegation level talks between Prime Minister Narendra Modi and Iranian President Hassan Rouhani.
The other agreements include cooperation in culture, science and technology, library sciences, and cooperation between the exim banks of both the countries. Signing of Chabahar port agreement will further improve trade relations especially between India and Afghanistan After the port would be completely functional, India can directly send its goods to Afghanistan.
After signing of the agreements, Prime Minister Narendra Modi in his press statement, termed the agreement on developing first phase of Chabahar port as a milestone on bilateral economic ties. Mr Modi said, the port will develop better connectivity among India, Iran and Afghanistan. He said, the port will help in faster economic growth in the region. Mr Modi said, India is committed for the early implementation of the signed agreements today by the two countries.
Noting that peace and stability is crucial in the region, the Prime Minister said India and Iran share the commitment to ensure peace, stability and prosperity in the region. He said both the countries are committed to fight the menace of growing terrorism and extremism.
Mr Modi said the two countries agreed to consult closely and regularly on combating threats of terrorism, radicalism, drug trafficking and cyber crime. Mr Modi said he and President Rouhani also shared concerns at the spread of forces of instability and terror in the region. He also extended an invitation to Mr Rouhani to visit India.
Earlier, in a joint statement with Prime Minister Modi, Iranian President Hassan Rouhani said the Chabahar port is a symbol of synergy between both the nations. He said the port can serve as a point of connectivity to different countries.
He said, economic relations between Delhi and Tehran can further be expanded through the project. Dr Rouhani also touched upon commonalities between the two nations and said promotion of Hindi and Persian in both the countries were also discussed.
Mr Rouhani said, both the nations discussed about sharing of intelligence to check the menace of terrorism, as its tentacles are spreading over Syria, Yemen and many other areas in the region. He stressed upon booth the nations to work together to bring peace and stability in the region.
Earlier, Prime Minister Narendra Modi was accorded ceremonial welcome on the forecourts of the Saadabad Palace in Tehran. Prime Minister Narendra Modi is scheduled to meet Supreme Leader of Iran Ayatollah Ali Khamenei this evening.

DSK Shivajians ‘A’ score 6 past Sangam FC for tenth win

 23rd May 2016 DSK Dream City, Pune – DSK Shivajians ‘A’ once again logged a one-sided win subduing Sangam F.C 6-0 in a PDFA Super Division League game at the DSK Dream City, Football Fields.
Two goals by Mohd. Salah (25th & 78th minute) and a goal each by Astle Pereira (11th), Saddam Sayyed (77th), Vikram U (83rd) and Tarun Taneja (89th) ensured that DSK Shivajians ‘A’ registered their tenth win.
With five players getting on the score sheet, it was skipper Riyan Yadgiri who played an important part by assisting three goals.
DSK Shivajians ‘A’ opened the scoring early with Astel knocking home a sitter. It took another fourteen minutes for the hosts to double their advantage when Ivo Fernandes set up an easy finish for Mohd. Salah.
There was no further addition to the score line thereafter and DSK Shivajians ‘A’ went into the break with a two-goal cushion.
In the second half, DSK Shivajians took it easy. But when they did step up the pace they did net four in a matter of 12 minutes in the latter part of the game.
During this slack period of the game, DSK Shivajians had two of their players pick up bookings – Franky  Oliverio (42nd) and Raviraj Kurne (56th).
In the last quarter of the game, Saddam Sayed utilized Riyan’s assist to score the third, then within a minute Mohd. Salah added another by doing justice to Sidney Colaco feed to take the scoreline to 4-0.
Vikram  U. combined with Prathamesh Singh to add the fifth goal while Tarun Taneja completed the six-goal rout after Riyan once again turned provider.

 Executive Summary

Total number of elections held between 2004 and 2015

·         Between January 2004 and December 2015, there were a total of 71 Assembly Elections and 3 Lok Sabha Elections.
·         The maximum number of Assembly elections were held in 2008 when 10 states (Madhya Pradesh, Delhi, Karnataka, Meghalaya, Nagaland, Tripura, Rajasthan, J & K, Chhattisgarh and Mizoram) went for polls while least number of Assembly elections were held in 2010 when only Bihar went for polls.
·         Total funds were collected and spent between 2004 and 2015, during the election period of 1535 days.

Number of elections vs. number of contesting parties

·         Except in 2004, it can be noticed that between 2005 and 2015, the number of contesting parties increased with thetotal number of Assembly elections held during that period. While 65 parties contested in 4 Assembly elections held in 2005, it increased to 82 parties in 5 Assembly elections held in 2006.
·         Maximum number of 120 parties contested in the 10 Assembly elections held in 2008.
·         The number of National and Regional Parties which contested in the Lok Sabha elections held in 2004 was 42 while during2009 Lok Sabha elections, it was 41parties and in 2014 Lok Sabha elections, it increased to 45 National and Regional parties.

·         According to the proforma issued by the Election Commission of India to political parties for submission of their election expenditure statements, funds received between the date of announcements of elections and completion of elections have to be disclosed in cash, cheques/DD, in kind (value of which has to be specified).
·         Collectively, during the Lok Sabha elections held in 2004, 2009 and 2014, political parties declared collecting a total of Rs 2355.35 crores of which 44% or Rs 1039.06 crores was by cash and 55% or Rs 1299.53 crores was by cheque.
·         Rs 16.76 crores was declared by the parties as funds collected ‘in kind’ during the Lok Sabha elections.

Total funds collected by Political Parties: Assembly elections (2004-2015)

·         Maximum funds were collected during the 7 Assembly Elections held in 2012where 13 political parties have declared collecting a total of Rs 695.28 crores of which Rs 370.45 crores was collected in cash (53% of total funds) and Rs 324.83 crores was collected by cheque (47% of total funds).
·         Collectively, during the 71 Assembly elections held between 2004 and 2015, political parties have declared collecting Rs 2107.80 crores in cash (63% of total funds) and Rs 1244.86 crores by cheque (37% of total funds).
·         Rs 15.39 crores was declared by the parties as funds collected ‘in kind’.

Top 5 regional parties which collected maximum funds and incurred maximum expenditure during Lok Sabha elections

·         Among all the Regional parties who have submitted their election expenditure statements for the Lok Sabha elections held in 2004, 2009, 2014, the top 5 parties include SP, AAP, AIADMK, BJD and SAD.
·         These 5 parties have declared collecting a total of Rs 267.14 crores which forms 62% of the total funds declared by all the regional parties collectively. They have declared collecting Rs 129.22 crores in cash (48% of total funds) and Rs 137.72 crores by cheque (52% of total funds).
·         Despite contesting in only one Lok Sabha election, AAP stands second in the total funds collected by declaring Rs 51.83 crores.This forms 19% of total funds collected by all the 5 Regional parties which contested in 3 Lok Sabha elections
·         Among the top 5 regional parties, SP has declared the maximum expenditure ofRs 90.09 crores during the Lok Sabha elections followed by AIADMK which had declared incurring an expenditure of Rs 39.31 crores.

·         The 5 parties have declared a total of Rs 291.92 crores as funds collected of which Rs 112.87 crores was in cash and Rs 179.02 crores was by cheque. This forms 82% of the total funds declared by all the regional parties collectively.
·         SP declared collecting a total of Rs 186.8 crores while AAP comes a distant second with Rs 38.54 crores as total funds collected.
·         SP declared incurring the maximum expenditure of Rs 96.54 crores during the Assembly elections followed by Shiv Sena with Rs 29.605 crores.

Details of parties defaulting in submission of expenditure statements – 2011 to 2015

Based on the information on the website of the ECI, ADR analysed availability of statements of election expenditure incurred by political parties during Assembly Elections held between 2011 and 2015.
·         Among the National Parties, election expenditure statements of NCP and CPIare not available for 2 Assembly electionsheld between 2011 and 2015.
·         The availability of election expenditure statements of Regional Parties is equally worrisome where the statements of JD(U) is unavailable for 15 Assembly Elections while that of SP is unavailable for 11 Assembly Elections.

Observations & Recommendations of ADR 

Observations
·         The election expenditure statements submitted by 49 Regional parties for Lok Sabha elections were analysed:
·         20 of the 49 parties had spent more than the total funds collected during the election period.
·         A total of Rs 58.56 crores was ‘remaining unpaid’ by 20 parties at the time of submission of expenditure statements. It is to be noted that 12 parties out of the 20 had declared expenditure more than the funds collected.
·         Maximum expenditure ‘remaining unpaid’ was declared by AIADMK, Rs 25.91 cr (66% of total exp); SP, Rs 9.72 cr (11% of total exp) and YSR-C, Rs 5.6 cr (31% of total exp).
·         The election expenditure statements submitted by 37 Regional parties forAssembly elections were analysed:
·         19 parties declared spending more than the funds collected
·         Rs 44.66 cr was the amount declared as ‘remaining unpaid’ by 16 parties. 10 of those who had declared amounts remaining unpaid had incurred expenditure more than the funds collected.
·         Maximum expenditure ‘remaining unpaid’ was declared by SP, Rs 17.79 cr (18% of total exp); AITC Rs 6.1 cr (33% of total exp); Shiv Sena, Rs 5.925 cr (20% of total exp)
·         ECI had issued transparency guidelines and made it effective from 1st Oct, 2014 stating that donors making cash donations made to parties would not get tax exemption. It also stated that parties should not make any expenditure above Rs 20,000 in cash (with exceptions). But there is no provision in the expenditure format for the parties to declare expenses below or above Rs 20,000. Hence, it appears that the parties are taking advantage of the opacity in the expenditure statements to collect and spend funds in cash.
·         Since the guidelines became effective, Haryana, Maharashtra, Jharkhand, Bihar and Delhi have gone for polls.
·         During Bihar and Delhi assembly elections:
§  9 parties have submitted their expenditure statements: AAP, JDU, LJP, RJD, RLD, RLSP, SP, SAD, Shiv Sena
§  A total of Rs 9.39 crores was collected by them in cash (23% of total funds)
§  Rs 2.30 cr spent in cash (5.1% of total expenditure).
·         A total of Rs 7.46 cr was remaining unpaid at the time of submission of the expenditure statements
 Recommendations
·         It must be made mandatory for all political parties to submit their statements of expenditure in the format given by the ECI, within the prescribed time limit. Political parties not submitting on time or in the prescribed format should be heavily penalized.
·         The details of all donors who contribute to national and regional parties exclusively for their election campaigns must be declared in the public domain irrespective of the amount donated.
·         A format similar to the donations report along with the date of donations, submitted to the ECI on an annual basis, has to be prescribed for the expenditure statement so as to bring in more transparency in the finances of the political parties especially during elections when it is said that black money plays a major role.
·         Similar to the shadow observers of the ECI for monitoring expenditure of candidates, there must also be observers for monitoring the expenditure of political parties.
·         While it is crucial for political parties to submit their expenditure statements for greater financial transparency, it is equally important to file the same within the time limit set by the ECI and endorsed by the Supreme Court of India. The National and Regional Parties should, ideally, lead by example by filing complete and correct statements of expenditure to the ECI well in time for public scrutiny so as to encourage financial transparency.

CAIT SUPPORT PM FOR CASHLESS ECONOMY MENTIONED IN MANN KI BAAT
CAIT DEMANDS INCENTIVE SCHEMES TO ENCOURAGE ELECTRONIC PAYMENTS
The Confederation of All India Traders (CAIT) has complimented Prime Minister Shri Narendra Modi for spelling out his vision about cashless society in his Man Ki Baat address made yesterday to the Countrymen. ” It will be a pro-active step towards eradication of black money since use of digital payments will bring accountability and make the system more transparent”-said CAIT. It has suggested that like PM Jan Dhan Yojna and Mudra Yojna, this vision of cashless society should be canvassed through a national campaign across the Country and an incentivisation scheme must be formulated to encourage more and more people to use electronic payments in their personal expenditure and business transactions. While saying so, the Prime Minister has set an agenda for of cashless economy as one of the priority of the Government-said CAIT. In line with PMs cashless vision, the CAIT will soon release a White Paper and a Roadmap on Less Cash economy in India and will also hold a national conference of stakeholders to take forward the cashless vision of Prime Minister.
In India 96% retail transactions are conducted in cash.Only 3.6% of households in India make cashless transactions. There are about 60 crore Debit Cards and 2 crore Credit Cards in the Country. Almost 95% of Debit Cards are used at ATMs to withdraw cash. The CAIT has suggested to levy 0.5% service charge on each withdrawl from ATMs to discourage cash withdrawals.
CAIT National President Mr. B. C.Bhartia & Secretary General Mr. Praveen Khandelwal while reaffirming the commitment to transform India and trader’s constituency of 5.77 crore small businesses to adopt digital technologies and electronic payments said that for India to see double digit growth, it is critical to leverage all modes of electronic payments like Debit/Credit Card, Point of Sale terminals and Mobile Applications to a great and wider extent. The Government should launch a massive national campaign for making awareness across the Country in association with Trade Associations, Resident Welfare Associations, Consumer Organisations, Banks, Financial Institutions, Chartered Accountants and other sections of the public. The CAIT has been at the fore front of a less cash vision by partnering with MasterCard since last more than One and a half year to educate merchants and traders about digital payments and e commerce. So far it has trained about 50 thousand traders all over the Country by holding regular workshops,seminars and conferences.
They further suggested that in order to ensure early adoption of cashless society, the Government should bring incentivisation policy which may include tax benefits, discounts in property tax, telephone and electricity bills and in other government revenue. There are merely about 12 lakh POS terminals in the Country. To augment usage of POS terminals at its availability at reasonable prices, the Government should facilitate manufacturing of Point of Sale (POS) terminals in the Country itself under Make in India program.Currently, the POS machines are imported. The CAIT has also called for abolition of import duty on POS terminals. It has also urged the Government to abolish transaction cost usually taken by the Banks on each transaction made through Debit/Credit Card which is a major deterrent in adoption of electronic payments.There also a need for easier KYC norms for small businesses alongwith a revised credit rating mechanism.
They further said that it is imperative that we adopt best available technologies & innovations. To achieve this, we must adopt a payment neutral approach that prioritizes a free & open market and a competitive playing field that encourages a race to the top for innovation, cost,security and integration and gives consumers and businesses the freedom of choice that is hallmark of various economies of the world. The National Payment Council of India (NPCI) should be made an independent regulator and Rupay must be handled by any separate Authority-added CAIT.  The NPCI should be working with the private sector to tackle the shared goal of moving to a less cash society.
